NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR SATELLITE CALIBRATION SERVICES -- N00173-98-R-PL02, POC Patricia Lewis (228) 688-5784. The Naval Research Laboratory intends to award on a sole source basis a contract for satellite calibration services with Stanford Research Institute (SRI) of Menlo Park, CA. The requirements shall include but not be limited to, acquiring the capability of performing precision low frequency, high power satellite calibrations in a specific radio frequency range. The frequency range and high radiated power required dictate the use of extremely large antennas and high power antennas. The contractor shall provide all facilities, material, personnel and services to perform the work and perform calibrations in accordance with specifications. This includes, but is not limited to, large parabolic antenna, approximately 48 meters in diameter with tracking capabilities adequate to accurately track low earth orbiting satellites; amplifiers, transmission lines and feed structures (some development required); personnel to configure equipment, process emphemerides and perform transmissions on a regularly schedule basis. Satellite availability shall be on an uninterrupted basis. Vendors who feel that they can provide the above services shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis. Response received after 15 days or without the required information will be considered to be non-responsive to the synopsis and not be considered.
