W -- LEASE ELECTRIC GOLF CARTS SOL F33601-98-R0030 DUE 081298 POC Mary Piper (937)257-6146 ext 4222 SUBJECT: LEASE ELECTRIC GOLF CARTS DESC: Wright-Patterson Air Force Base, OH has a requirement to LEASE FIFTY (50) 1999 NEW ELECTRIC GOLF CARTS. 17(i). THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 17 (ii). Solicitation #F33601-98-R-0030 is a Request for Proposal (RFP). 17 (iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. 17 (iv). This is an unrestricted acquisition. The associated standard industrial classification (SIC) code is 7999. The small business size standard is $2.5M. 17 (v). This acquisition has one line item (001) for the base year and one line item for each optional contract period. The base year period of performance is 1 Oct 98 to 30 Sept 99. Four additional one-year options may be awarded. Proposals will be provided for each year (the base and optional periods); totaling five years. All work will be in accordance with the following Statement of Work: 1. The contractor shall provide a five year lease of fifty (50) new 1999 electric golf carts for Twin Base Golf Club at Wright-Patterson Air Force Base. Each golf cart shall meet the following specifications: (a) 50 each new electric golf carts (b) tops (c) four wheels (c) sweater baskets (d) hub caps (e) towing system (two (2) tow bars) (f) vertical club rack (g) battery charger (h) voltage regulator for minimum battery power consumption (i) minimum range: 36 holes per charge (j) Trojan or comparable battery (k) Corrosion-proof body (l) six equal payments (April through September) (m) no less than -- length 91" X width 46" (n) self adjusting brakes (o) Maximum weight without batteries: 550 lbs. (p) Self compensating rack and pinion steering 2. A preventive maintenance service call performed by the contractor each week to cover 25% of the entire fleet of electric golf carts. The day of week to be determined by mutual agreement of the contractor and 88TH SPTG/SVBWG . The weekly preventive maintenance service call shall include, but not be limited to, the following: (a) checking batteries (b) checking brakes and adjusting as necessary (c) checking steering (d) checking tire pressure (e) checking acceleration, overall car performance (f) repairing any cart as needed 3. The contractor shall provide the Golf Club with a point of contact and emergency telephone number. The contractor shall respond to all service calls within 48 hours after the initial call. Any lease cart which cannot be repaired within 24 hours must be replaced 4. The contractor shall perform an annual re-conditioning of the entire cart fleet during the winter months 1 December to 1 March on a schedule that is mutually agreed upon by contractor and 88TH SPTG/SVBWG. The annual minimum service to include the following to each cart: (a) check and clean battery tops and terminals (b) charge and discharge batteries to identify battery life (c) remove rear wheel and drums and perform a brake adjustment (d) check steering linkage (e) lube front suspension and all other fittings (f) adjust tire pressure to 18 PSI (g) check and fill differential oil to proper level. 17 (vi). Solicitation provision at FAR 52.212.1, Instructions to Offerors Commercial Items (Oct 1995) is hereby incorporated by reference 17 (vii) FAR 52.212.2 Evaluation Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) Technical capability of the item offered to meet Government requirements; (2) price: in descending order of importance. Price will be submitted by cost per unit (6 units per year, April through September), yearly total for the base year and each respective option year and line item. Line item 001, Base Year (1 Oct 98 to 30 Sept 99); Line item 002, Option Year 1 (1 Oct 99 to 30 Sept 2000); Line item 003, Option Year 2 (1 Oct 2000 to 30 Sept 2001); Line item 004, Option Year 3 (1 Oct 2001 to 30 Sept 2002); Line item 005, Option Year 4 (1 Oct 2002 to 30 Sept 2003) 17(viii) All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications Commercial Items. 17 (xi). Clause 52.212-4 Contract Terms and Conditions Commercial Items (Oct 95), is hereby incorporated by reference. The following addenda are hereby incorporated into the clause: FAR 52.217-8 OPTION TO EXTEND SERVICES AUG 1989 (IAW FAR 17.208 (f) The contracting officer shall provide written notice to the contractor extending the period of performance in accordance with contract clause 52.217-8 no less that 14 calendar days prior to expiration of the contract.
