pmyrick-hancock@psc.dhhs.gov. The HHS/PSC/AOS/Division of Acquisition
Management knows of only one source, The Boston University Center for
Psychiatric Rehabilitation, that possesses the necessary skills and
resources to develop a twelve-session computer training course for 15
participants with psychiatric disabilities enrolled in post-secondary
education. The training will be held on 12 successive Wednesdays for
2-3 hours. Participants will be selected from the Boston area through
a process which will include a written application, short written
essay, an interview, and one or two written recommendations. The
Contractor will make use of existing technology and facilities at the
Training for the Future program located at the Center for Psychiatric
Rehabilitation. Training for the Future is a computer skills training
and employment program which is geared towards office computer skills
and employment. Students will learn skills which include, but are not
limited to the following: 1) Introduction to Computers; 2) Introduction
to Windows; 3) Understanding the Internet; 4) Accessing world-wide
University Libraries on-line; 5) Accessing campus-wide information
systems; 6) Teaching people to uncover journal and magazine articles on
the Internet; 7) Locating Internet sites frequented by college students
for research; and 8) Teaching keyboarding and paper-writing. The
curriculum for the course shall include an instructor's manual,
handouts for the students, and a program procedure guide. The
Contractor shall develop a set of program procedures to implement the
curriculum which will include: classroom structure, schedule, teaching
format, staffing, support needs, application procedures, interview
questions, recommendation format, evaluation questions, qualitative
data and a final report. The estimated completion date for this effort
is 12 months from the date of award. Award will be made using
simplified acquisition procedures in accordance with FAR 13.106-1(b).
No solicitation is available for this requirement. Offerors must
propose based on the information contained in this notice. All timely
responses will be considered, however, a determination by the
Government not to compete this action based upon the responses to this
notice is solely within the discretion of the Government. Responses
should be addressed to the attention of Paquetta Myrick-Hancock,
Contracting Officer, referencing request for quote number 98M002368. If
no affirmative response is received within 15 days from the date that
this synopsis is published, the Government will proceed with an award
