Information Systems Agency is soliciting quotations for educational
services. This combined synopsis/solicitation for commercial services
is prepared in accordance with the format of Federal Acquisition
Regulation subpart 12.6 as supplemented with additional information
included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION; PROPOSALS ARE BEING SOLICITED AND A WRITTEN SOLICITATION
WILL NOT BE ISSUED. Quotations are to be supplied to DITCO-NCR, Attn:
DTN4 (Mary Dalida), 701 S. Court House Road Bldg. T-5, Arlington, VA
22204-2199 until 2PM (local time) 12 August 1998. Facsimile quotations
are acceptable. This acquisition for educational services is being
issued as a Request for Quotation (RFQ) under solicitation
DCA100-98-Q-0063. The acquisition is a total small business set-aside
under SIC code 8299 with a size standard of $5M. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04. The Governmentanticipates
one award to be made from this solicitation. The Government requires
each offeror to present a priced listing of the training for items
0001-0008. THE CONTRACTOR SHALL SUBMIT A DESCRIPTION OF THE
CONTRACTOR'S BUSINESS, ALONG WITH EXAMPLES OF RECENT PERFORMANCE OF
OTHER GOVERNMENT REQUIREMENTS. THE DESCRIPTION SHALL INCLUDE PHONE
NUMBERS AND NAMES FOR POINT OF CONTACT. THE DESCRIPTION SHALL BE USED
BY THE GOVERNMENT, IF NEEDED, TO VERIFY ACCEPTABLE PAST PERFORMANCE.
THE CONTRACTOR SHALL ALSO SUBMIT A COPY OF THE APPLICABLE PORTIONS OF
THEIR COURSE CATALOG. The Government requires training in blocks of
approximately one-week duration. A shorter period will not be
sufficiently in-depth. A longer period will interfere with personnel
availability. The following is a description of the training
requirements for line items 0001 through 0008: Line item 0001, Windows
NT Workstation and Server Course, for five individuals; requirements:
Five days Monday through Friday 9:00AM to 4:30PM, course content:
Provide comprehensive and practical knowledge of Windows NT components
and capabilities. Includes hands-on training to implement and
configure customer's system. Line item 0002, Windows NT4 Optimization
on Troubleshooting, for five individuals; requirements: Five days
Monday through Friday 9:00AM to 4:30PM, course content: Focus on real
world NT issues faced in supporting new standard operating systems.
Includes hands-on training in troubleshooting and managing the total NT
environment. Line item 0003, Implementing Windows NT Security, for five
individuals; requirements: Five days Monday through Friday 9:00AM to
4:30PM, course content: Focus on the security of Windows NT using
Hands-on training on implementing and maintaining data and systems
security for Windows NT environment. Line item 0004, Hands-on TCP/IP
Internetworking on Windows NT, for five individuals; requirements: Four
days Monday through Thursday 9:00AM through 4:30PM, course content:
Provide hands-on training in installing, maintaining, and
troubleshooting TCP/IP on Windows NT workstations to correctly locate
WINS and DHCP servers on multiple subnets, to insure users can maintain
connectivity with the NT servers. Line item 0005, Hands-on PC
Configuration and Troubleshooting, for five individuals; requirements:
Four days Monday through Thursday 9:00AM to 4:30PM, course content:
Hands-on training on how to safely disassemble and reassemble a
complete PC system, fix PC hardware and software problems, and install
and configure hard disks, CD-ROMS, and other peripheral devices. Line
item 0006, Advanced PC Configuration, Troubleshooting and Data
Recovery, for five individuals; requirements: Four days Monday through
Thursday 9:00AM to 4:30PM, course content: Hands-on instruction in
basic data recovery, recovering files and directories, recovering from
disk disasters, virus detection, prevention, and backing up of
critical data systems. Line item 0007 Hands-on PC Networking, for five
individuals; requirements: Four days Monday through Thursday 9:00AM to
4:30PM,course content: Hands-on instruction in using Windows NT,
Netware and TCP/IP by providing an extensive LAN/WAN background for
client systems personnel to adequately troubleshoot LAN/WAN problems.
Line item 0008 Hands-on Intranetware: Netware 4.x Administration, for
five individuals; requirements: Five days Monday through Friday 09:00
to 4:30PM, course content: Provide training to learn proper
configuration of Novell Directory Services, manage Netware 4.1
workstation services, create user and group objects, use administration
tools to manage user accounts, and manage Netware print services. The
delivery schedule for these services will be a flexible schedule with
class availability beginning 1 October 1998 through 30 September 1999.
The Government and the Contractor will schedule a definitive time for
each class at a mutually acceptable date. The Government will require
evaluation of each class by individuals attending. The provisions at
FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to
thisacquisition. The provisions at DFARS 252.204-7004,, Required
Central Registration (CCR) and subparagraph(b)(1) applies to this
acquisition; and is hereby incorporated by reference as follows: By
submission of an offer, the offeror acknowledges the requirement that
prospective awardee must be registered in the CCR database prior to
award, during performance, and through final payment of any contract
resulting from this solicitation. The Government will award a contract,
resulting from this solicitation, to the responsible offeror whose
offer, conforming to this solicitation, is the lowest price and
