Fleet and Industrial Supply Center Washington Detachment, has a requirement for graphic design and layout services for the Navy's ALL HANDS four-color monthly magazine. The contractor will be required to design the magazine layout and provide graphics/enhancements, using text and photos provided by the government. This is considered a commercial item solicitation. Work is to be performed at contractor's work site, which must be located within a 35 mile radius of the Naval Media Center, Naval Station Anacostia, Washington, DC. Regular travel to the government's contractor printing facility may be required. Period of performance will be a one year base period, with four one-year, option periods, with the option to extend for an additional six months in accordance with FAR 52.217-08 (Option to Extend Services). Prospective offerors will be required to submit sample magazine publications produced within the last three years, and shall be able to demonstrate capabilities in all phases of magazine design. The contractor will be required to have a variety of artistic resources available for use, including as a minimum, extensive archive(s) of digitized as well as still photographs, textual fonts, and original artworks in both manual and computer generated formats. The applicable SIC code for this requirement is 7336. This proposed contract is being considered as a 100 percent set-aside for small business concerns, as defined by the clause at 52.219-6 of the Federal Acquisition Regulation. Interested small businesses should provide the contracting office as early as possible, but no later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as a small business. If adequate response is not received from small business concerns, the solicitation will be issued without further notice, as: Unrestricted.
