Pension Benefit Guaranty Corporation has a requirement for actuarial and other types of analysis of appeals and support for participant communication efforts in handling appeals filed with the PBGC Appeals Board. The successful offeror will draft documents for Appeals Board review, provide actuarial support, and present analyses of appeals. The appeals being analyzed are appeals of initial determinations of individual participant pension benefit entitlements. Such benefit determinations are issued by the PBGC as trustee of terminated benefit pension plans coverred under Title IV of the Employee Retirement Income Security Act. The PBGC appeals process is established under the PBGC's "Rules for Administrative Review of Agency Decisions," 29CFR 4003(b). The period of performance for the base contract will be from date of award through September 30, 1999, with four one-year option periods.
