The National Archives and Records Administration (NARA) requires all key-way locks to be changed in the Archives I facility, 700 Pennsylvania Avenue, NW, Washington, DC 20408. The facility is an eight story 1.375 million square foot building. Access into and throughout these areas and the building is monitored and must be in compliance with federal security standards. Normal operating hours are 7:00 am to 6:00 pm Monday through Friday excluding Federal holidays. The contractor shall review the alpha-numeric and schematic charts (available by request) designed by NARA security and coordinate all requirements of this contract with the contracting officer (CO) or his/her designated representative. The contractor shall provide plans for installing the proposed key system to the CO or representative prior to starting any work. Approval or disapproval of the contractor's plan will be the responsibility of the Director of Security or his/her designated representative. Contractor shall provide all supervision and management, labor, equipment, transportation, tools, and materials necessary to complete the requirements of this contract. All work associated with this contract must be completed within 120 days starting with the day the contract is awarded. Contractor shall provide NARA with a restricted and patented end-user key way system with security legs on all keys. All equipment installed and provided shall be new with keys that can not be duplicated by the regular key cutting machines. The key blanks and/or method of cutting duplicate keys shall not be available on the open market. Contractor shall install "Restricted and patented Mortise Cylinders, door knob key cylinders and brass security screws for the mortise locks." The equipment installed shall be new and matching in color and material the item being replaced. Contractor shall maintain an installation log and provide a record of all equipment installed and provided as required by this contract. Contractor shall perform key/lock operational checks on all equipment installed, and shall return to the U.S. Government (NARA), all keys, locks, key cylinders, and cores removed and or replaced associated with this contract. Contractor shall provide all new keys for the system and each key shall be stamped as follows: Side 1-"DUPLICATION PROHIBITED BY FEDERAL UTILITY PATENT LAW", Side 2-"NAS0006ZZ" and numbered as noted below. Original keys associated with this contract shall be stamped in a numerical sequence for filing and each duplicate of an original shall be stamped in numerical sequence for issue. Contractor shall provide duplicates of the original keys as specified by the contract. Contractor shal provide an original and twenty-five (25) keys for the Great Great Grand Master Key (GGGMK), level 5. An original and twenty-five (25) keys for each branch of the Great Grand Master Key (GGMK), level 4, an original and one hundred (100) keys for each branch of the Grand Master Key (GMK), level 3, an original and twnety five (25) keys for each branch of the Master Key (MK), level 2, and an original and ten (10) keys for each Change Key (CK), level 1. Additionally, the contractor shall provide three hundred (300) duplicate "Stack" Grand Master Keys and one hundred (100) duplicate CK keys for the Mezzanine Level Brass Gate. Contractor shall also provide five (5) extra Mortise and door knob cylinders for each key division in levels GMK and MK installed in the system. Contractor shall provide a key cutting machine and one thousand (1000) key blanks to be used for making duplicates of the original keys. All key blanks shall be stamped as follows: Side 1-"DUPLICATION PROHIBITED BY FEDERAL UTILITY PATENT LAW", Side 2-"NAS0006ZZ". Contractor shall provide a new eight drawer, securable steel key cabinet for storing all keys. Contractor shall identify and numerically tag all original keys and identify and numerically separate all duplicate keys for storing. Contractor shall file all keys associated with this contract (originals and duplicates in a numerical sequence). Contractor shall provide two (2) original and completed Key Control System records. An original written record and a computerized electronic record with appropriate supporting software. Records shall have the entire key inventory of locks, doors and keys associated with this contract. The written record shall have an Alphabetical, hook numerical, and key numerical indexes. The elctronic record shall have an alphabetical, a hook numerical, and key numerical indexes, with the capability to account for all keys in stock, keys issued and keys returned to the stock level. Contractor shall coordinate computer software requirements with the contracting officer's technical representative (COTR). Contractor shall provide a heavy-duty electronic key numering stamper. Contractor shall implement a comprehensive security and quality control plan to ensure that KEY CONTROL security standards are fully maintained during installation. Contractor shall provide design key engineering services to support this contract. Services include engineering planning and/or studies, project planning, keying design and installation, coding, stamping and filing of keys, and cost estimating. Contractor shall provide an electronic (computerized data) and documented (hard copy) record of the entire keying system installed in the Archives I facility.
