Officer This is a commercial item/services acquisition. The Clinical
Center at the National Institutes of Health has a requirement for a
contractor to furnish customize and install an existing Protocol
Mapping Software Program (similar to a clinical or critical pathway)
software program to meet the needs of the Clinical Center's Protocol
Map process. It will include a method to itemize resources specific to
research and patient clinical interventions, track volume resource
utilization and report results against the projected versus actual
resources throughout the life of the protocol. This software system
must be a stand alone system. The contractor will be required to make
customizations to their pathway/map software system to ensure that the
system to be furnished has the capabilities/functionalities as
follows: windows based type program that has a graphical user
interface; able to run off the Internet or other acceptable system;
Year 2000 compliant; provide consistency checks against erroneous
entries; runs diagnostic routines without disrupting the operational
system; provide a standard Protocol map template for a specified period
of time and a patient specific Protocol Map in electronic and hard copy
format; ability to provide reports about patient, resource, and/or
protocol variances in electronic and hard copy format; ability to
provide access control mechanism and different levels of security;
ability for version control for all previously created Protocol Map
templates; flexibility to have data reported/inputted in the system or
viewed in a variety of ways; ability to individualize decision points
within the Map that triggers reminders to clinicans; flexibility in
how data gathering tools are created; capability for a graphic
representation of timelines that has both calendar timeline and
protocol timeline options; ability for a patient to be tracked on more
than one Protocol Map at a time; ability to document Clinical Center
planned protocol resources and track actual volume resource
utilization; ability to track variances within and across protocols.
Variances could include: differences between projected and actual
resource (volume)utilization per protocol, projected and actual
research and/or patient care interventions, projected and actual
research and/or patient outcomes. The contractor shall provide
technical (trouble- shooting) and training suuport during the six month
customization phase of the software system as well as during the
"go-live" phase which is anticipated to be another additional six month
period. The contractor shall be required to assure that errors in the
software are promptly corrected and that other required revisions to
such software are obtain. Additionally, the contractor shall be
required to ensure that updated versions of the software (new releases)
are promptly made available to the Clincal Center. This include systems
software, applications software, communications and certain utility
software. The Request for Proposal (RFP) will be issued on/or about
August 18, 1998. As part of the evaluation process, offerors whose
proposals are determined to meet the minimum mandatory specifications
will be required to make ORAL PRESENTATIONS to the Government which
will necessitate a hands-on demonstration of their current system,
using sample documents/report which will be provided to them by the
Government in the RFP. Vendors will be required to complete a
certificate of nondisclosure in order to revceive the sample
documents/reports. Request for copies of the RFP should include a
request for the nondisclosure certificate and should be submitted in
writing to Johnnie Rice/Ann Argaman at the address noted above. Oral
requests for copies of the solicitation are not acceptable and will not
