10 -- MULTIPLE CARRIAGE "SMART" BOMB RACK PRODUCTION PROGRAM!! POC Maj. Scott Pigeon, Program Manager, (850)882-5780, ext 2083 Manufacturing sources are sought to produce a multiple carriage "smart" bomb rack capable of meeting the Area Attack Systems Program Office's requirements. Respondents must provide a unique set of technical capabilities to support their ability to produce and successfully pass qualification testing. The Air Force is contemplating pursuing this acquisition as a competitive Small Business Set-Aside procurement. The BRU-55A/A is a dual-carriage rack for smart weapons on the F-16 using the MIL-STD-1760 interface. The rack comprises a BRU-33/A strongback, two BRU-46-8 ejector units, electronics for controlling and routing -1760 signals, and BRU-33A/A forward and aft fairings. Based on market surveys, Industry Days, One-on-Ones, Government Cost Estimate, and Government experts; the BRU-55 program office is considering a competition based on performance specification with an informational BRU-55 TDP. The BRU-33/A strongbacks will be Government Furnished Equipment. The electronics must be demonstrated to be MIL-STD 1760 compatible and proposal schematics required. Award is currently scheduled for April 1, 1999. The BRU-55 contemplated delivery of the first production lot is in FY99 with option deliveries in FY00 and FY01. The BRU-55 program office estimate of the funding profile (in millions) is less than $4.0 for FY99; less than $9.0 for FY00; and less than $25.5 in FY01. Firms should identify whether they are interested as a prime or in subcontracting opportunities. Firms will be evaluated on their experience, personnel, and facilities. Responses to this synopsis must be received within 15 days from date of publication. Respondents to this notice will not be notified of the results of the evaluation of information submitted. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. After statements of compatibility have been screened, a solicitation will be issued to those prospective sources who, in the sole judgment of the purchasing activity, have the potential of successfully fulfilling the requirements of the planned contract. The BRU-55 program has been designated as a total Small Business Set-Aside. Firms responding to this synopsis should be a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2 respectively (Size standard 1000; SIC Code 3728). An Ombudsman has been appointed to hear concerns from offerors and potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. All potential offerors should use established channels to voice concerns before resorting to the use of the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision.
