seeking firms that can perform the work contained within this
announcement. The Energy and Transportation Sectors Division (ETSD) of
the Environmental Protection Agency (EPA) seeks to devise, promote and
disseminate environmental strategies that are economically efficient in
the energy and transportation sectors. The purpose of this work is to
develop and test a methodology to identify the range of options that
local residents believe should be considered for transportation
planning services. EPA is required to review environmental assessments
of transportation projects conducted as part of the National
Environmental Policy Act review process. This NEPA review process
includes consideration of alternative transportation proposals that
create less environmental damage. In order to insure that all
reasonable alternatives are considered, it is necessary to identify
what alternatives residents located near the project want considered.
This project will use focus groups to solicit input from residents to
help identify these alternative transportation options. The contractor
must have experience working with the federal government, non-profit
organizations and businesses. The contractor must have an extensive
track record and history of success in assessing behavior to achieve
environmental and health goals. Contractor personnel must have
knowledge of and experience in, the field of social marketing. The
contractor must have experience doing audience based research to
identify motivation for and barriers to changing behavior. The
contractor must have experience researching attitudes toward
transportation, environment, health and sustainability issues. The
contractor must have experience with focus group research and primary
data collection. The contractor must have an extensive database on
attitudes toward environmental, health and sustainability issues. This
proposed procurement will be for approximately 1285 direct labor
hours. All response to this announcement must be received by 08/14/98.
