SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; AS PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NO. IA2105-8234909 IS
ISSUED AS A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED
USING THE CONTRACTING BY NEGOTIATION PROCEDURES. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-05. The Standard
Industrial Classification (SIC) is 7389, Business Services, Not
Elsewhere Classified (N.E.C.) and a Size Standard of $5 million. The
U.S. Information Agency, Office of Cuba Broadcasting (OCB) has a
requirement, subject to availability of funding, for a Contractor to
furnish four (4) linked television studio scenery sets in Miami,
Florida. The OCB studio is located at 4201 NW 77th Ave., Miami, Florida
33166. The Contractor shall be responsible for materials, labor,
transportation and installation of the scenery sets. The Contractor
further shall provide all other necessary items and all materials shall
be first quality and the completed sets shall be in accordance with
industry standards for this type of work. The requirement is as
follows: Specifications for the construction of multiple TV set that
will have four (4) different sections all linked in one (1) design plus
a chrome key wall of 10 feet high by 10 feet wide. Dimensions of studio
is 35' x 45' with maximum height of the set is 10 feet. The set will
fill 3 parts of the studio walls. A platform of 6 inches high around
the set with 3' to 9' deep edge to flats, build in 3/4" inch AC-FIR
plywood covered with carpet according to color selected. Section 1:
From stage right to left, the first section contains a flat of 6 feet
wide with the base and cut out frame for TV monitor (big size) 48
inches finished in fine wall texture with 3/4 inchgroves every 22
inches horizontal lines, followed by a big book case of 13 feet wide by
10 feet high by 12 inches deep with vertical divisions and shelves
build in spruce lumber and variola plywood. Finished in mica matte
color walnut, followed by another wall of 6 feet 6 inches wide with the
wall finish as mentioned above. Section 2: Following the next section
contains a square window shape of 7 feet wide to 10 feet high, made in
aluminum strips of 3/4 inch width forming square frames by horizontal
and vertical lines to see through the 8 feet high cut out map of the
Americas continent. It should be metal finish with neon lights behind
and attached to a 14 feet wide flat painted in solid color. Two flats
of 6 feet wide each in a 90 degree angle with the wall finish and
grooves plus 2 practical lamps with light pointing up a V shape against
flats. Section 3: Iron metal structure of 13 feet wide forming
rectangular shapes of 18 inches x 24 inches by horizontal and vertical
strips painted black. Inside this shape goes a piece of dimensional
plastics translucent of 16 inches x 22 inches attached to the metal
strips in top and bottom center by a piece of flat metal. Behind the
design a 14 feet across flat to back light the plastics. Section 4:
This last section ends the sets with another 6 feet wide panel wall
imitation of the above-mentioned one. Round table design for three (3)
armchairs mounted in a semi-circular platform on casters with a 6 feet
radius and 8 inches high covered with carpet. Attached a round table of
29 inches high from platform finished in Mica wood look. Round table is
4 feet in diameter to be used in the last section of the sets also
finished in mica wood look. Delivery terms and point: On or before
August 27, 1998 in Miami, Florida at OCB address noted above. The
provision at FAR 52.212-1, Instruction to Offerors -- Commercial Items
and FAR Provision 52.212-2, Evaluation of Commercial Items applicable
to this acquisition. The following clauses apply to this acquisition:
FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, including subparagraphs
(b)(3,6,7,8 and 9); and FAR 52.232-18, Availability of Funds. The
Government will award a firm-fixed price (FFP) contract resulting from
this RFP to the responsible offeror whose offer conforming to the RFP
will be most advantageous to the Government, based on price and past
performance. NOTE: Offerors responding to this solicitation shall
submit the following items to the contracting office: 1. Technical
proposal with narrative explaining the Offeror's understanding of the
above requirement. 2. Narrative with detailed information on past
performance explaining ability to meet this requirement. 3. Price for
the above. 4. A completed copy of the provisions at FAR 52.212-3, Offer
Representatives and Certifications -- Commercial Items. Proposals must
also include prompt payment terms and correct remittance address if
different from mailing address. Failure to provide any of the above
items may result in the rejection of your proposal. A company not in
possession of the above referenced clauses in full text, may contact
the contracting office for a copy of the clauses which will be faxed to

M-22, Washington, DC 20547 on August 12, 1998 at 2:00 P.M., Eastern
