sole source purchase order to Sonoma Technology, Inc., Santa Rosa, CA,
pursuant to 41 U.S.C. 253(c)(1) -- only one responsible source and no
other supplies or services will satisfy agency requirements. This
procurement is for the Ozone Mapping Analysis and Improvements to
software. Performing the analyses in this scope of work requires an
in-depth technical knowledge of the mapping software. EPA believes
Sonoma Technology, Inc. to be the only firm with this required
capability. The contractor will analyze the 1998 ozone mapping effort
and determine improvements that can be made for future ozone seasons to
enhance the project. First, the contractor shall analyze the accuracy
of ozone forecast maps produced during the 1998 ozone season by doing
a comparison of the forecast maps to the actual/observed maps, and
determine if certain areas/regions are more difficult to forecast than
others. If areas are incorrectly forecast the contractor shall
determine possible causes for these inaccuracies and identify potential
solutions. Second, the contractor shall determine how 8-hour surrogate
values compare to the actual 8-hour concentrations, and if there are
times of day, specific monitoring sites, or states/regions where the
8-hour surrogates are biased. Finally, the contractor shall determine
whether an algorithm can be developed to estimate ozone concentrations
in areas with sparse data based on values from existing monitoring
sites. All responsible sources may respond by submitting a written
narrative statement of capability within 15 days of this notice to
William Newby at the above address, which will be considered by the
agency. Responses shall include detailed technical information and
other technical literature demonstrating the ability to meet the
requirement. Responses shall also include itemized pricing that is
sufficient to make a determination that competition is feasible. If no
affirmative responses are received within 15 days of this notice to
determine whether a qualified source is more advantageous to the
government, an award will be made to Sonoma Technology, Inc. Posted
