synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-05. This acquisition is unrestricted. Small
business and small disadvantage businesses are highly encouraged to
participate. Description of requirement: This medical center has a
requirement for furnishing all labor, supplies, engineering and
start-up necessary to furnish and install a two station, six inch
pneumatic tube system. The stations shall be located in the following
areas: 1) Inpatient Pharmacy, GD189, and 2) Surgical Intensive Care
Unit, 2C139. System requirements: the general configuration shall be
made up of independent zones connected together via storage lines. Each
zone shall be composed of a group of stations, each connected to a zone
via a single tube line through transfer unit. Contractor shall design
piping and equipment to suit available space. Operation shall be
totally automatic requiring no intermediate handling of carriers. The
medical center shall be responsible for electrical power to all system
components; floor, wall and ceiling penetrations and fireproofing;
architectural enclosure for equipment where required; patching and
painting where required; ceiling removal and replacement; receipt and
storage of all materials on site; removal, relocation and or
replacement of existing equipment required for system and all working
drawings. A detailed specification is available and can be obtained by
faxing a request to 501-370-6687 or contacting the Contracting Officer
listed in this notice. Any visits to the site shall be coordinated with
the Contracting Officer. Proposals shall be clearly marked with the
solicitation number and project title andthe contractor's name,
address, telephone and fax numbers. Technical proposal shall reflect a
narrative description with manufacturers equipment list for the base
item. FOB point is destination. FAR 52.212-1, Instructions to
Offerors-Commercial Items is applicable. FAR 52.212-2,
Evaluation-Commercial Items is applicable. The following factors shall
be used to evaluate offerors: Technical capability of the system
offered to meet the requirement, price and past performance. Technical
and past performance when combined are approximately equal to price.
Offerors shall include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications-Commercial Items
is applicable. FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items is applicable.
The following clauses in paragraph (b) are checked as applicable:
1,2,3,6-11 and paragraph (c): 1,2. VAAR Clauses 852.219-70, Veterans
Owned Small Business, 852.236-89 Buy American Act; 852.237-70, Protest
Content; and 852.270-4, Commercial Advertising. OFFERS MUST BE SIGNED
