Watkins, 404-562-8377 The U.S. Environmental Protection Agency intends to negotiate with Equitech of Georgia, Inc. for National PM2.5 Filter Conditioning and Weighing Lab. PM2.5 Filter Weighing and Conditioning Laboratory Specifications: Temperature: Range 20-23degrees C; precision 2 degrees C over 24 hours Humidity: Range 30-40%RH; precision 5%RH over 24 hours Room Size: 12W x 12D x 8'2"H (Inside Dimension) 12'8"W x 12'8"D x 8'6"H (Outside Dimension) These controls must be met with one to two people within the room for work periods up to 2-4 hours per day. There will be a minimum of 4-6 entries into room over 24 hours. Description: Room within a Room Installation 1. Free Standing structure of 4 inch thick urethane panels on screeds. Walls erected on existing floor. Insulation: "K" factor = 0.121 -- 0.125 "U" factor = 0.030 -- 0.031 "R" value = 30 2. Colored textured finish on interior and exterior walls. 3. Right hinged entry door 34 inch by 78 inch with l4 inch by 24 inch viewport window. 4. Mechanical systemcomprised of Air Cooled Condenser/Compressor a. Humidification by steam generator b. Dehumidification by desiccant dryer c. No on-roof or outside installation. All systems must be install within a larger room which can be controlled at the target temp/RH levels 10 percent. All mechanical units located on top of the structure. 5. Control panel mounted outside door with microprocessor based temperature/ humidity recorder with digital display, audible alarm, SPST alarm/relay contact, data logger and user selectable 24 hour or 7-day chart (Dickson TH 603). The recorder must have the following: NIST Traceable Calibration, 3-points Software for downloading data, cable and manual Calibration Kit 180, 24-hour Charts, 0 degree -- 50 degrees C Pens (3-red and 3-blue). 6. Provide sump and pump to remove condensate from the mechanical units. 7. Ceiling panels designed with diffusible membrane to create uniform (laminar) air downflow with whole room temperature and humidity stability, and minimum turbulence. 8. HEPA or equivalent type filter installed in air recirculation path with standard outside air exchange. 9. Provide four 48 inch flourescent vapor proof fixtures with a minimum of 2 bulbs each. 10. Provide 4 duplex outlets with exterior wiring connections to a UPS. 11. Interior sound levels must be less than 65 dbs in the inner and outer rooms 12. Provide connection for fire and emergency alarms. 13. Must accommodate at least one sprinkler head through the lab ceiling. 14. Provide minimum warranties: 1 year general parts and labor 10 years on panels 4 years on comopressor and parts 15. Structure to be installed and operational within eight (8) weeks from the requisition date. Materials, Service and Labor To Be Provided: 1. Provide and install component detailed above 2. Removal of crating materials 3. Start-up and operational qualification of unit within specifications above 4. Training of owner designated service personnel or responsible person 5. Following the standard warranty period, provide service contract for mechanical systems (4-6 above) Request for Quotation (RFQ) EPA-98-037 will be issued for this requirement.
