(FEMA) has a requirement for support of the Radiological Emergency
Preparedness (REP) Program. A contractor is required to provide
programmatic and technical support to allow FEMA to meet its
Congressional mandate to implement the REP program to provide the
Nuclear Regulatory Commission (NRC) with reasonable assurance that the
health and safety of the public living around commercial nuclear power
plants is being maintained. The contractor shall provide support to
FEMA Regional Offices and Headquarters in the following areas: 1)
expert witness support for testimony before the Nuclear Regulatory
Commission (NRC), the NRC Advisory Committee on Reactor Safeguards, NRC
Atomic Safety and Licensing Appeals Boards, and administrative law
judges, 2) review of alert and notification systems modifications
following approval of the systems using all applicable alert and
notification guidance, 3) completion of existing REP database prototype
on CD-ROM with documentation to perform in accordance with FEMA
specifications in ORACLE in a network environment, 4) development and
operation of a monitoring system for all Atomic Safety and Licensing
Appeals Board (ASLAB), NRC and court decisions with attention to those
that impact FEMA, 5) emergency public education and information
support to include REP related teleconferences, technical assistance
for Emergency Broadcast System (EBS)/Emergency Alert System (EAS), 6)
radiological transportation program support to include preparation of
program guidance and ongoing revisions to FEMA REP-5. The anticipated
period of performance is 12 months from the date of award with four (4)
additional 12 month option periods. The Request for Proposal (RFP) will
be issued on or about August 25, 1998. Proposals will be due 30 days
from the issue date of the RFP. All requests for the RFP must be
submitted in writing and may be faxed to (301) 447-1092. Any firm which
submitted a capability statement in response to our previously
advertised sources sought synopsis for capability statements need not
submit a request for this RFP. Your firm will automatically be included
on the source list for this RFP. This is a 100% small business
set-aside. The SIC code is 8999 with a size standard of $5.0 million.
