has a requirement for a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL
ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION
NUMBER IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ). Incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-06. The SIC Code is 8742. The contractor shall provide an
assessment and measurement tool, in the form of a 360 degree
Performance Feedback Tool, a Pilot Program for twenty five (25)
participants and seven (7) options for 210 employees assessments to
identify, evaluate, and measure leadership competencies, in which FERC
will integrate into a Leadership Program framework. The 360-degree
feedback, shall gather behavioral observations from different groups
within an organization. Employees will be evaluated by peers,
colleagues, customers, vendors, direct supervisors, other management
people, and direct reports. Depending on the outcome of the Pilot
Program, several options providing 360 performance feedback tool for a
substantial amount of the FERC employees may be awarded. The
contractor shall provide (1) An initial Pilot Program on an assessment
of 25 selected FERC managers, (2) An orientation to those FERC
employees selected to participate in the Pilot Program and each option,
which explains the theory behind 360 degree feedback, organization of
the tool, how the tool will be administered and how the tool will be
used at FERC, (3) One (1) group session for the Pilot Group and each
option to discuss the analysis and interpretation of the instrument
results, (4) Individual analysis reports identifying strengths and
weaknesses of the individual being evaluated. Within 30 days of each of
the interpretation sessions the contractor shall provide to the
Government four (4) additional levels of reports; FERC wide, Executive,
Supervisory, and Manager level. The contractor shall provide pricing
per participant for the Introductory Orientation for approximately 235
participants. Contractor must orient, administer, evaluate, and
interpret feedback tools and provide pricing for each participant. The

submit the following: (1) Three (3) Copies of quotation that addresses
applicable CLINs; (2) Technical Description and Product literature (3)
Two copies of most recent price lists (5) A completed copy of the
provision at 52-212-3, Offerors Representations and
Certifications-Commercial Items. All offers should be sent to the
