Announcement Advanced Technology Program Workshop on Manufacturing and
Process Tools for Engineered Surfaces -- September 10, 1998

Institute of Standards and Technology As part of the Commerce
Department's Technology Administration, the National Institute of
Standards and Technology (NIST) works to promote U.S. economic growth
by working with industry to develop and apply technology, measurements,
and standards. NIST carries out its mission through a portfolio of four
major programs: -- Measurement and Standards Laboratories that provide
technical leadership for vital components of the nation's technology
infrastructure needed by U.S. industry to continually improve its
products and services; -- a rigorously competitive Advanced Technology
Program providing cost-shared awards to industry for development of
high-risk, enabling technologies with broad economic potential; -- a
grassroots Manufacturing Extension Partnership with a nationwide
network of local centers offering technical and business assistance to
smaller manufacturers; and a highly visible quality outreach program
associated with the Malcolm Baldrige National Quality Award that
recognizes continuous improvements in quality management by U.S.
manufacturers and service companies. In fiscal year 1998, NIST is
operating on a budget of about $790 million with nearly 3,300 staff

Advanced Technology Program (ATP) provides competitive, cost-shared
awards for industry to develop, high-risk, enabling technologies with
broad-based economic benefit. The ATP seeks to help industry fill the
gap between basic research and product development and invests in
technology that would not be developed in a competitive time frame
without government cost-sharing. Along with general competitions, which
are open to proposals from all technical areas, the ATP is also funding
a series of focused programs with well-defined research and business
goals. Purpose The goal of this workshop is to refine the scope of a
potential focused program in Tools for Engineered Surfaces and assess
the degree of support for a future ATP program initiative in this
technical area. The ATP currently has a portfolio of nine industry-led
engineered surfaces projects, funded through several general
competitions and two focused program solicitations in Materials
Processing for Heavy Manufacturing and Motor Vehicle Manufacturing
Technology. This portfolio has estimated federal funding of over $25
million and leverages over an additional $27 million of cost-shared
industry funds committed over 2-5 years. Contact with industry and
academia in the surface engineering community has suggested that, due
to individual priorities and availability of resources, today's
approach to surface development tends to be empirical and specific to
a component and/or materials system. As a result, industrial knowledge
consists of a set of point solutions that have made it difficult to
develop new opportunities that are not similar to a previous
application. Discussions and working group meetings with the surface
engineering community thus far suggest that an ATP focused program in
surface engineering should offer the opportunity to shift the industry
from point solutions to a structured approach, ultimately moving the
status of surface modification from life enhancement to the goal of
prime reliancy. The strategy to enable this shift would be the creation
of a set of tools, including, but not necessarily limited to, high-risk
innovative approaches to life prediction, plasma diagnostics, modeling,
equipment development, non-destructive evaluation, and in-line process
control. Further input is needed from industry, laboratories, and
academia to examine and develop these ideas. Every ATP focused program
offers unique advantages and an effective way of achieving significant
synergy and leverage in specific areas. Focused programs tend to have
a first-year ATP budget contribution of $8-10 million that typically
represents the start of a 3-5 year federal plus industry investment of
roughly $50 million total. This degree of funding provides industry
with a good opportunity to address the technical challenges so that
industry can move more quickly toward using the new technology in
commercial applications. Focused programs must have well-defined
research and business goals and are selected on the basis of four major
criteria: potential for U.S. economic benefit, good technical ideas,
strong industry commitment, and the opportunity for ATP funds to make
a significant difference. The morning sessions will be used to clarify
the currently proposed scope, while the afternoon will provide
opportunity for participant feedback. Audience The audience for this

definition, development, manufacture, qualification, and use of tools
created for engineered surfaces: manufacturers, raw material suppliers,
and coating/surface modification suppliers, component developers of
stationary and aircraft gas turbines, construction equipment,
automotive equipment, oil and gas field equipment, biomedical implants
and instrumentation, printing equipment, and textiles equipment and
other industries; modelers, coaters, coating/surface modification
equipment manufacturers, tool developers; and academic and research
