the Construction of WLMR Homeport, South Portland, Maine. The work
includes, but is not limited to, demolition of an existing 4,950 square
foot pre-engineered building; construction of a new 6,720 square foot
pre-engineered building including storage, shop and office spaces;
modifications to existing utilities and construction of new utilities.
Major building components are: pre-engineered metal building, pile
foundations, reinforced concrete floor slab, steel frame mezzanine with
concrete topping, wood framed drywall partitions, and heating,
plumbing, electrical and telephone systems. All work shall be
accomplished in accordance with Specification No. 01-X4032 and Drawing
No. 01-X4032 (Sheets 1 -- 41). All work shall be completed within 365
calendar days after Award. Plans (half-size), specifications, and all
necessary bid documents will be available August 17, 1998 and may be
obtained by submitting a check in the amount of $76.64 per set
(non-refundable) made payable to Ridgway, Inc., 5001 Cleveland Street,
Virginia Beach, Virginia 23462. To receive a solicitation and be
placed on the bidder's list, interested parties must submit a written
request and payment to Ridgway, Inc. DO NOT send payment for packages
to the Coast Guard. Telephone inquires will not be honored. Bid opening
for Solicitation No. DTCG47-98-B-3EFK16 is September 17, 1998 at 2:00
p.m. in Norfolk, VA. The estimated construction cost is between
$500,000.00 and $1,000,000.00. The solicitation is unrestricted IAW the
Small Business Competitiveness Demonstration Program. For Minority,
Women-owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
