Quantity Contract for the Construction of Rip Rap Revetment at the U.
S. Coast Guard Reserve Training Center, Yorktown, VA. The work
includes, but is not limited to, removal and disposal of debris and
creosote treated piles, excavating and backfilling, repair of footings,
constructing a riprap revetment, and incidental related work. All work
shall be accomplished in accordance with specifications and drawings
for this solicitation and shall be completed within 90 days after
award. Plans (full size), specifications, and all necessary bid
documents will be available August 17, 1998 and may be obtained by

estimated construction cost is between $100,000.00 and $250,000.00. The
solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. Thisis applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
