change order under the active Comanche Dem/Val contract
DAAJ09-91-C-A004. The Boeing Sikorsky Comanche Team (A Joint Venture),
developer of the Comanche System, shall conduct a Market Analysis for
a Fire Control Radar (FCR) to be integrated on the Comanche System.
Boeing Sikorsky is responsible for integration of the FCR, and in
accordance with their best value contracting procedures, will select a
contractor to develop, qualify, and test an FCR for the Comanche. The
FCR will satisfy the Army's requirement for an adverse weather
capability for detection, classification, location, and prioritization
of ground vehicles, air defense units, hovering and flying
helicopters, and fixed wing aircraft. The FCR must meet the
Government's performance specification, schedule requirements, budget
restraints, fit a two level maintenance system concept, provide
reliability consistent with the overall weapon system reliability, and
fit the mission computer cluster. The radar will conform with Comanche
low observable strategy and be a light weight, extended range, high
fidelity product, with advanced technology characteristics capable of
potential future technical growth. Compatibility with existing
airframe, armament including RF Hellfire missiles, and targeting
systems within existing airframe space, weight, and power constraints
is critically important. Contractor employees shall possess clearances
at the SECRECT level. Portions of the SOW requirements are classified
at the SECRET level, therefore, any firm interested in subcontracting
possibilities must have a facility capable of storing SECRET
information. The change order requirement for the FCR is sole source to
