synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) CC-98-Q-0036 is a request for
quotation (RFQ). (iii) This document and the incorporated provisions
and clauses are those in affect through Federal Acquisition Circular
97-05. (iv) This RFQ is a Small Business Set-Aside. SIC Code 7379,
Computer Related Services N.E.C. applies. The size standard is $18
million. (v) Please provide pricing for Line Item 0001, Data
Warehousing Strategy Analysis. (vi) DESCRIPTION OF REQUIREMENTS -- The
Contractor will be required to: 1. Develop a strategy for OCC data
warehouse / data mart (DW/DM) development in the form of a text report
to be delivered to the OCC within three weeks from the award of the
purchase order. The report will be a minimum of twenty text pages with
graphic illustrations additionally included where appropriate. The
report shall include but may not be limited to: A. An assessment of
OCC's readiness for data warehousing (May involve interviewing OCC
technical and business personnel at all levels including the Chief
Information Officer and senior executives) B. A data warehousing
strategy for OCC to include recommendations concerning the following
aspects of establishing a DW/DM infrastructure at OCC: (1) Selection of
the DW/DM server platform; (2) Selection of the DBMS for the DW and the
standard DBMS for data marts (relational and/or multi-dimensional); (3)
DW/DM standards and guidelines ("best practices"); (4)An operational
data base change control policy that would give notification to the
DW/DM unit of changes that could impact the DW and DMS; (5) Selection
of a standard DW/DM front-end tool (for web and/or client server); (6)
Establishment of the DW/DM development environment -- (a) Select data
modeling tool and repository—(b) Select extraction and scrubbing
tools; (7) Development of a backup and recovery strategy; (8)
Development of an archival strategy; (9) Security issues; (10) A
training strategy; (11) A metadata (data about data) strategy; (12)
Strategy for the sequencing of deliverables. 2. Provide OCC with a
written data warehousing methodology. 3. Critique OCC's
"proof-of-concept" pilot development approach and deliverable for
"lessons learned." Provide periodic, short term (day or two at a time,
up to eight days) consulting services to review DW/DM progress and
make recommendations. END REQUIREMENTS. (vii) The final reports will be
completed within three weeks of contract award. All work will take
place in Washington, DC at OCC headquarters. (viii) FAR 52.212-1,

FAR 52.212-2 applies to this acquisition (a) Evaluation factors and
their relevant order of importance are: (1) Technical ability of the
Contractor to perform the services described in theDESCRIPTION OF
REQUIREMENTS (above), (2) The expertise of the Contractor's proposed
project team as listed on their resumes, and (3) price. (x) Proposals
shall include a completed copy of the provisions in FAR 52.212-3 (Visit
www.arnet.gov/far on the Internet for full text; otherwise clause is
available from the contact listed below). (xi) FAR 52.212-4 applies to
this acquisition. (xii) FAR 52.212-5 applies to this acquisition --
52.212-5 (b): The following additional FAR clauses apply to this
acquisition: 52.203-10; 52.219-8; 52.222-26; 52.222-35; 52.222-36; and
52.222-37. (xiii) (1) Additional Requirements -- Offerors will be
required to submit a 3 page statement about their most recent and
relevant work in the area of Data Warehousing for purposes of the
technical evaluation as well as resumes listing the experience of any
person proposed to assist in completing the required work. (2) Contract
type will be firm fixed price. (3) Contractors will be required to
certify the protection of sensitive information. (4) Contractors may be
