COMMERCE BUSINESS DAILY ISSUE OF JULY 29,1998 PSA#2147GSA/TF/TFM/TFMG, 5203 Leesburg Pike, Suite 1100, Falls Church, VA
22041 D -- SOURCES SOUGHT FOR FEDERAL INFORMATION PROCESSING (FIP) SERVICES
AND SUPPORT SERVICES POC Ms. Simone Cyr, Contract Specialist, (703)
756-4030, Ms. Karen Smith, Contracting Officer, (703) 756-4014 GSA,
Office of Information Technology Integration, FEDSIM Contracting Center
(TFMG) on behalf of the U.S. Army Corps of Engineers, Center for Public
Works, intends to solicit a Request for Proposal (RFP) to R&K
Engineering, Inc. Some of the characteristics of this procurement are
as follows: the incremental technical enhancement and sustainment
engineering of automated systems such as the Real Property Planning and
Analysis System (RPLANS), HQRPLANS, and the Desktop Resource for Real
Property (DR-REAL); and functional analyses that pertain to Department
of the Army (DA) Real Property and Master Planning; supporting
facilities management, engineering and manpower analyses as they
pertain to the DA's Installation Management Program Objective
Memorandum (POM) and Base Realignment and Closure (BRAC) activities.
Technical support requires extensive worldwide data collection
consisting of facilities engineering, manpower, equipment, and
operational data from field units; and processing and manipulating the
data through applications developed and customized by a private
business for the DA. Applications consist primarily of programming
codes developed in Fortran, C, and C++, Delphi, Oracle SQL*PLUS, Oracle
PRO*C. Additional technical support requires in-depth analysis and
validation of generated reports, and further rigorous testing by
functional experts and automated test tools (the test tools currently
used are proprietary tools). Validated results serve as an
authoritarian Army source for Installation Management POM and BRAC
recommendations. This procurement will support Army Installation
Management requirements and provide support to the U.S. Army Corps of
Engineers for on-going master Planning and Real Property Management.
The contractor must adhere to strict facility management schedules
which necessitate a thorough knowledge and experience of Army systems
that support Army stationing and installation planning, facility
planning, Real Property planning, military housing operations and
management and manpower allocation. Small Business firms that believe
they can provide the technical and functional expertise, and
specialized analysis shall submit a written response to the Contracting
Officer within 21 days after publication of this announcement. The
response shall clearly show the firm's ability to provide the
specialized analysis by the required date. Information received as a
result of this notice of intent will be considered solely for the
purpose of whether or not to conduct a competitive procurement. Posted
