(MARCORSYSCOM) is requesting information for the Multi Purpose Health
Services Facility (MPHSF). NO SOLICITATION EXISTS AT THIS TIME. The
U.S. Marine Corps is conducting market research to seek sources,
contract vehicles, technical information and approximate costing for
the MPHSF. (a) The MPHSF will provide a self contained, rapidly
deployable, small foot print facility capable of providing trauma
management, resuscitative surgery, ancillary services i.e.(sick call,
lab, pharmacy, X-ray, Preventive medicine and dental), and temporary
patient holding. The MPHSF system will be a compact, modular structure
that quickly expands to a housed, self contained space capable of
providing patient flow and treatment from triage to surgery to
post-operative care to evacuation. The MPHSF will allow at sea
adaptability (plug and play) to adjust the Health Service Support (HSS)
requirements to the tactical situation ashore. The MPHSF primary
mission is to provide emergency surgery from a self contained facility
that is light weight, rapidly deployable, presents a small footprint
and can operate in a expeditionary environment. These modular units
must have the capability to connect together and be used in a variety
of operational scenarios. (b) The MPHSF system must be supported within
the existing Department of the Navy three-level maintenance concept
(organizational, intermediate, and depot) using common tools and
general-purpose test equipment to the maximum extent possible. The
MPHSF must be supportable within the Marine Corps supply system. (c)
The MPHSF must be capable of being delivered to the objective area by
air (C-130, CH-53E, CH-46, and MV-22); land (Marine Logistics Vehicle
Systems); and sea (Landing Craft, Air Cushion and Landing Craft
Utility). Upon arrival at the forward operating area, the MPHSF must
provide a self-contained facility for immediate life saving capability
to the Marine Air Ground Taskforce (MAGTF) on a continuous 24-hour
basis. The MPHSF must have a minimum mission duration of 72 hours
without re-supply. The MPHSF must be able to provide the same
capability when augmenting or supporting military treatment facilities,
Civic Action Programs, and during Military Operations Other Than War
(MOOTW). (d) The MPHSF will be used by Navy Medical personnel (officer
and enlisted) to provide care across the Spectrum of HSS from
immediate life threatening emergencies, to routine care and preventive
medicine. (e) Climatic conditions. The MPHSF must be operational and
maintainable in all types of climates, weather, and terrain where
Marines deploy. The MPHSF must be capable of storage during full time
exposure to temperatures ranging from minus 20 degrees Fahrenheit (F)
to 125 degrees F (minus 29 degrees Celsius ( C ) to 52 degrees C) and
subsequent employment without degradation. (f) Terrain. The MPHSF must
be transportable on highways, gravel roads and unimproved surfaces
including but not limited to, sand, swamp, grasslands, forests,
jungles, mountains, and desert. (g) Dimensions -- Core 10' x 5' x 5'
threshold, 10' x 4'9" x 4'9" objective, Expanded unit: 17' x 15' x 6'6"
threshold, 20' x 17' x 6'6" objective. Payload -- Core empty: 3,500
lbs. (1590 kg) threshold 2,500 (1136 kg.) objective. (h) Combat
Requirements. The MPHSF must: be capable of self-leveling on a 6
percent slope. Have the capability to be air delivered via parachute
without component damage. Be capable of being transported internally or
externally by medium or heavy lift helicopters and the MV-22. Be
capable of being loaded, stowed, and disembarked onboard amphibious and
Maritime Propositioned Ships (MPF) ships using Material Handling
Equipment currently in the Marine Corps Inventory. Be capable of being
moved into position, off loaded and set up by the MPHSF crew (not to
exceed 10 personnel). Be compatible with Marine Corp organic potable
water and electrical sources and be capable of being re-supplied
without interrupting operations. The MPHSF must be powered by field
generators organic to the MAGTFthat operate on kerosene based fuel. The
MPHSF must be compatible with standard garrison electrical sources, and
must be capable of adapting to foreign power sources. Support expected
power draw of 10KW for emergency surgery and 3KW-5KW for routine and
MOOTW operations. The MPHSF must have a minimum of 14 electrical
outlets to support equipment included in the MPHSF and any accessory
equipment. Provide an effective patient flow pattern for triage,
surgery, Post-op-and patient holding. Accept the same equipment and
supply capability as the present HS system (Authorized Medical/Dental
Allowance List AMAL/ADAL) and easily adapt to future medical l
technologies without design changes. Unit shall contain supply cabinets
that are accessible for change out while embarked aboard ship. Be
capable of full operations within 30 minutes of arrival in the
operating area and with the ability to be reconfigured for redeployment
in 30 minutes using the 10 man MPHFS crew. Be capable of providing full
defense against Nuclear, Biological, and Chemical hazards. The MPHFS
must accommodate full operations while personnel are wearing full NBC
protective equipment, Mission Oriented Protective Posture IV. Provide
a climate control system for operations in summer (85 to 115 degrees F)
and winter (-10 to 35 degrees F) climates in the following temperature
ranges: -50 degrees F (10 degrees C) winter (threshold), -- 60 degrees
F (16 degrees C) winter (objective), -70 degrees F (21 degrees C)
summer (threshold), -- 65 degrees F (18 degrees C) summer (objective).
Chemical agents used to protect this equipment and aid in its
decontamination must meet Environmental Protective Agency requirement
in effect at contract award, as well as other federal, state and local
regulations with respect to Volatile Organic Compounds heavy metals,
and other factors. The MPHSF must be capable of being decontaminated
without the use of corrosive chemicals. (i) Operators. The MPHSF must
be able to be erected by all Navy Medical personnel, officer and
enlisted. Maintenance Personnel. The MPHSF will be maintained by a
Qualified Biomedical Equipment Systems Technician (HM 8479). (j) The
MPHSF must be capable of integrating current and future standard
medical and evacuation logistics and new emerging C4I technology i.e.
Patient Information Card (PIC) and Tele-medicine. The MPHSF must
provide an interoperable health service facility that meets the
requirements for the U. S. Army, U. S. Navy, U. S. Air Force, U. S.
Coast Guard, and civilian agencies that provide a medical first
response capability, i. e., Federal Emergency Management Agency. THIS
