Contracting Officer (410) 786-5167 The Health Care Financing
Administration (HCFA) intends to award on a sole source basis under
Simplified Acquisition Procedures a government purchase order to
WJLA-TV, Channel 7, Washington, D.C. The contractor will create a
30-second campaign spot incorporating the HCFA message on the
availability of the Children's Health Insurance Program Campaign (CHIP)
benefit (to be provided by HCFA). HCFA has been charged with reaching
certain under served populations and informing and educating these
populations about the various health benefits created and promoted by
the Balanced Budget Act (BBA). The ability to meet specific target
markets is essential, since it has already been identified as a major
agency strategy under the BBA. Contractor will use the demographic
viewing data to place the spot during the shows whih draw the highest
number of viewers in our target audience (African-American parents. The
contractor has the leading market share for African American parents in
the Washington area. These are the agency's prime target group and the
contractor must have the ability to reach these target markets.
Research shows that this contractor has the highest viewership in this
category in the Washington television market. The 30-second campaign
spot is to be aired 259 times on the following programs: Good Morning
Washington, Monday thru Friday; Good Morning America, Monday thru
Friday; Talk Show Rotation, Monday thru Friday 9 a.m. to 12 p.m.; ABC
Soaps, Monday thru Friday 12 p.m. to 4 p.m.; Oprah Winfrey, Monday thru
Friday, 4 p.m. to 5 p.m.; News 7 -- Evening News, Monday thru Friday,
5 p.m. to 7 p.m.; Wheel/Jeopardy, Monday thru Friday, 7 p.m. to 8 p.m.;
News 7 -- Late News, Monday thru Saturday, 11 p.m.; Nightline w/Ted
Koppel, Monday thru Friday, 11:30 p.m.; Late Fringe (Extra, Oprah,
Monday thru Friday 12 a.m to 2 a.m.; Redskins Pre-season, Friday thru
Saturday 8 p.m. to 11 p.m.; Good Morning Washington/Weekend, Saturday
and Sunday 8 a.m. to 10 a.m.; Weekend Rot. (Movies, etc.), Saturday and
Sunday 1 p.m. to 5 p.m.; Wheel/Jeopardy-Weekend, Saturday 7 p.m. to 8
p.m. All responsible sources may submit a response which will be
considered. Contractor must provide sufficient technical documentation
