The Bureau of Reclamation has a requirement for the services of experienced specialists to serve on a panel that will review and evaluate the effectiveness of Reclamation's Dam Safety Program. The services of three specialists are required: (1) a specialist in dam safety program management for a large portfolio of dams where risk identification, management, and reduction are key elements; (2) a specialist in hydraulic structures including concrete dams, spillways, and outlets; and (3) a specialist in geotechnical engineering with a strong background in embankment dams and concrete dams. Professional engineering registration is required for each specialist. The contract for the specialist in dam safety program management will be for one year with four one year options. The contract for the hydraulic structures specialist will be for one year with three one year options. The contract for the geotechnical engineering specialist will be for one year with two one-year options. The panel will consist of these three specialists plus Reclamation's Dam Safety Officer. The services of these specialists will be required for two one-week periods during the base year and each option year and will be scheduled in the September-December time frame. During the first one-week period, Reclamation will present information on the dam safety activities associated with approximately 6 specific dams and background information on the Dam Safety Program in general. During the second one-week period, the panel will prepare a report that presents findings relative to the effectiveness of the Dam Safety Program and indicates where improvements are needed. Supplemental information will be provided as requested by the panel. All work will be performed at Reclamation Service Center Offices in Denver, Colorado. The Government contemplates issuance of a single solicitation with multiple awards, one in each of the specialty areas identified above. This acquisition will be accomplished using best value source selection procedures. Estimated date of solicitation issuance is August 14, 1998. The action will be advertised as a commercial service. This action is totally set-aside for small businesses. The Standard Industrial Classification Code is 8999; the size standard is average annual receipts for the three preceding fiscal years do not exceed $5 million. All responsible sources may submit a proposal which shall be consider by the agency.
