B -- ALTERNATIVE SEAWATER BARRIER FEASIBILITY STUDY SOL 98-SQ-30-0037 DUE 082898 POC April Webb, 702-293-8643 E-MAIL: Contracting Officer, AWebb&lc.usbr.gov. The Bureau of Reclamation (BOR), in cooperation with the Water Replenishment District of Southern California (WRD) and the Los Angeles County Department of Public Works (DPW), seeks to identify feasible alternative methods to prevent seawater intrusion into the Central and West Coast Basins of Southern California. Although the traditional methods of groundwater injection and extraction have been successful over the past 40 years, improvements to the barrier system are necessary, and the Client agencies want to identify other methods potentially suitable for use along the barrier system. The objectives of the study are to identify the alternative methods, state their relative effectiveness against seawater intrusion, discuss the technical feasibility (strengths and limitations) for implementing the alternatives, provide estimates of capital costs and maintenance, and describe the anticipated life of each viable alternative. The Contractor will identify all proven, new, innovative, and theoretical technologies, describe them in detail in the Final Report, and prepare a work plan for a field-scale pilot test for the preferred alternative(s). The pilot test is not part of this project, but may be implemented in the future. PROPOSAL REQUIREMENTS: Proposals submitted shall have the following elements: Cover Letter, Understanding of the proposed study; Detailed scope of services; Cost estimate for scope of services broken out by task with personnel assigned to the task, estimated number of hours, billing rate, and total cost; Proposed project schedule; Project team including resumes of key personnel, the project manager and main contact person must be identified, the Client must be notified of any change to the project team after proposal or award submittal, including sub-consultants; location of the project office, relevant experience, references. The body of the proposal must not exceed 15 pages, but there is no page limit requirement for appendicies. Four (4) copies of the proposal shall be submitted to: AprilWebb, Bureau of Reclamation, P.O. Box 61470, LC-3132, Boulder City, NV 89006-1470 or hand carried to Bureau of Reclamation, 400 Railroad Avenue, Room R10, Boulder City, NV 89005. Because of tightened security, offerors must use the phone available at the main entrance. Proposals are due no later than 4:00 p.m. on August 28, 1998. Based on a review of the proposals submitted, a single firm may be selected or several firms may be short-listed for an interview.
