National Institute of Neurological Disorders and Stroke (NINDS),
Neuroepidemiology Branch proposes to procure the services of March of
Dimes in California, 3031 F. St., #100, Sacramento, Ca 95816. The
support services are needed for the study of the California Cerebral
Palsy Project. Background: The Neuroepidemiology Branch has been
conducting a study on etiology and mechanisms of disease in cerebral
palsy, in cooperation with the March of Dimes/California Birth Defects
Monitoring Program Cerebral Palsy Project. The objective of the study
is to identify and conduct case-control studies in children with
moderate or severe congential palsy. Requirement: The Contractor shall
provide the necessary facilities, personnel, supplies and supervision
required to the NINDS with support services for the California
Cerebral Palsy Project. The project has been ongoing and in order to
finalize the data the contractor shall be responsible for: 1) Preparing
written reports on the newborn screening blood spots pulled and
submitted to the laboratory for analysis; 2) Linking the California
Cerebral Palsy Project data bases with Newborn Screening data on
children with Cerebral Palsy (CP) and control children, including file
management and documentation; 3) Conducting basic analyses of
association between newborn screening thyroid values and risk of CP
among very low birth weight (VLBW) babies; 4) Preparing written reports
on final results to be used as a basis for published articles including
creating, managing, and documenting analytic files of data on VLBW
babies with CP and control babies to examine the role of maternal
infection and risk of CP in VLBW babies; 5) Conducting basic analyses
of the association between maternal infection and risk of CP in VLBW
babies; 6) Providing a research assistant to work with the Project
Manager/Epidemiologist in preparing written reports on the results
which will serve as a basis for published articles. This notice is a
combined synopsis/solicitation and National Cancer Institute (NCI) does
not intend to issue a separate solicitation. This solicitation,
RFQ80170-NS, is not set aside for small business; however, the Standard
Industrial Classification Code is 8733. Since the March of Dimes has
rights to data under this ongoing study and changes to the study may
affect the integrity of the data, the March of Dimes is the only known
source to NCI that can meet the above requirements. However, if any
interested party believes it can meet the above specifications, it may
submit a capability statement. Information furnished must be in
writing and must contain material in sufficient detail to allow NCI to
determine if the party can perform the requirement. Capability
statements must be received in the contracting office by 3:00 p.m. EST,
on August 10, 1998. A determination by the Government not to compete
this proposed contract based upon responses to this notice is solely
within the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
