provide technical support for SBIR Phase companies for cleaner
production strategy. The SIC code for this requirement is 8748. The EPA

BACKGROUND Section 9(j) of the Small Business Act (as amended by Public
Law 102-564) modified policies regarding implementation of the Small
Business Innovation Research (SBIR) Program. The US Small Business
Administration Policy Directive issued January 26, 1993 provided for
EPA and other agencies with SBIR programs to enter into funding
contracts to provide technical assistance to SBIR awardees. WORK
STATEMENT The contractor will provide technical assistance to each of
12 EPA Phase I Pollution Prevention SBIR FY98 companies to prepare a
Cleaner Production Strategy (as detailed below). For the purposes of
this procurement action technical assistance will consist of the
following: 1. Contacting the awardee to understand the scope of the
pollution prevention technology being developed, 2. Drawing upon
specific, detailed pollution prevention knowledge and business
development factors known by the contractor, 3. Preparation of the
draft Cleaner Production (CP) Strategies in concert with the awardee,
and 4. Preparation of the final CP Strategies in concert with the
awardee. The list of 12 companies and the approved SBIR proposals will
be furnished to the contractor by the EPA project officer. The CP
Strategy shall address: a.Cleaner ProductionTechnology: Describe the
specific CP Technology,its innovation and expected customers for the
specific industry CP technology, potential uses and customer needs. The
contractor is expected to know specific potential CP partners for
primary markets/uses and at least one secondary market/use identified
by the SBIR company. b. Environmental Benefits and Industry Advantages:
What are the environmental benefits, specific pollutant reductions and
indirect savings (e.g., pollution associated with energy savings,
water usage reduction, etc.) What is particularly innovative about the
anticipated pollution prevention technology or products? (Innovation
may be expressed in terms of applications, performance, efficiencies or
reduced cost.) What significant advantages in application, performance,
technique, efficiency, or costs, does the new technology have over
existing technologies? c. CP Strategy: Which industries will utilize
the technology? Who are the customers, who are the competitors and what
is the expected savings, return on investment and pay-back period?
Estimate additional markets, customers and estimated market share five
years after the project is completed and/or first sales? How will the
technology be introduced to the industry? Will outside financial
resources be needed and if so, how will resources be secured? The
contractor shall complete all the tasks described in this procurement
within six (6) months of award, but not later than January 31,1999. The
contractor will provide copies of final plans to EPA and each company
in hard copy and electronic (Wordperfect 6.1 compatible) form. The
contractor will also keep a log of time and expenses spent on each
company and provide this log to EPA at the end of the contract.
EVALUATION FACTORS technical:(1) Demonstrated knowledge and experience
with cleaner production process innovations (2) Demonstrated
experience with working with small businesses, business planning and
the SBIR program. (3) Methodology used to develop cleaner production
strategies. (4) Qualifications of project leader and support staff. (5)
Adequacy and appropriateness of cost estimate to reflect understanding
of work required. Past Performance: Experience: Provide three (3) of
the most relevant and related references for similar work in terms of
size and scope over the past three years. Include the name and address
of the organization for which services were performed, the current
telephone number of a responsible technical representative of the
organization and the current business contact, the contract number, if
applicable, the type of contract performed and a brief description of
the services provided, including the length of performance and total
dollar amount. Factors: the Government will evaluate the merits of each
offeror's past performance as follows: a. Quality of product/service b.
Timeliness of performance c. Cost control d. Business Relationships e.
