R -- The Office of Personnel Management requests the services for the appraisal of square footage space at the National Underground Storage (NUS) facilities at Boyers PA. All bids are due back no later than August 21,1998. Statement of Work: Comparable Rental Rate Project I. Background The General Services Administration (GSA) provides facilities for the Federal government. Through the Federal Buildings Fund (FBF), GSA is required to charge agencies "rent" rates which approximate the commercial rates for comparable space and services (existing leases) or the actual lease rates plus a surcharge (new leases.) To determine commercial comparable rent rates GSA, every five years, contracts with commercial appraisers to conduct formal rent appraisals at buildings under the "approximate commercial rate system" these appraisals are used to set the rent rates which GSA charges agencies. Each year these rates may adjusted based on the CPI index, until the next five year cycle. In conducting surveys, GSA instructs appraisers to use "occupiable" square feet (sf) with full service (i.e., cleaning, utilities, etc.) provided as the basis for the appraisal. Occupiable square feet is defined as: The inside gross area either between the inside finish of the permanent exterior building wall or between the face of the convectors if they occupy more that 50% of the length of the exterior wall. No deductions are made for columns and projections, but the following are deducted: toilets and lounges; stairwells; elevators and elevator shafts; building equipment and service areas; entrances and lobbies; stacks and shafts; corridors and areas required by local codes or historic preservation requirements. GSA uses "commercial comparable" rates to determine rent rates it charges its agencies, not the cost GSA actually negotiates with a lessor. To provide agencies with a "check and balance," GSA will conduct, when an agency requests, an informal rent review and, in addition a formal rent appeal process is available. II. Services Required GSA leases 293,777 square feet of space plus indoor and outdoor parking to OPM at the National Underground Storage (NUS) facility in Boyers, PA at a total annual rent cost of $2,956,200. GSA pays National Underground Storage approximately $2,243,300 per year or a difference of $712,900. In conformance with applicable Federal Property Management Regulations, OPM requires that a formal appraisal be conducted for the purpose of determining the commercial comparable rent rates for the space it occupies at NUS. OPM may use this information to make formal appeal of the rent rate to GSA. The contractor's end product must be developed, documented, and structured in a manner that meets GSA criteria for formal rent appeals. III. Proposal Each offeror must submit a technical proposal and a cost proposal: A. Technical Proposal, The Contents and Technical Evaluation Criteria are listed in descending order of importance. 1. A description of the company's experience in conducting similar rent rate appraisals and the results of the appraisals including the names of previous clients for which the work was performed. 2. A description of the program, experience, and professional certifications of the individuals that will be doing the work. 3. A detailed description of the specific methodology to be used in conducting the rent rate appraisals. 4. A description of how the services/products provided will meet OPM's objective of filing a formal rent appeal to GSA, if OPM decides to take this action. B. Cost Proposal The offeror shall propose a fixed price inclusive of all cost. IV. Award OPM will determine which offeror to award a purchase order based primarily upon an evaluation of the offeror's ability to meet the technical criteria. Secondarily, the award will be based on the total proposed price to perform this work. V.
