This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.6, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued!! 17(ii). Solicitation Number 7TF-98-0015 Request for Proposal!! 17(iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04!! 17(iv). This is a full and open procurement under SIC 7379 Computer Related Services, NEC!! 17(v). Description: There are several contract line items, which are not optional: ITEMS LISTED 17(vi). Description: The purpose of this Request is to acquire the following quantity/description is required: This task defines the tasks required to integrate COTS Plateau Systems' training information system and Asymetrix Learning Systems' Librarian to serve as a unified system for the delivery, scheduling, tracking, and management of both on-line and classroom training. This integration concept can serve as a basis for funding a "proof of concept" integration effort which will meet the following goals:Provide the Air Force with a conclusive and demonstrable non-production integration of the two products sufficient to justify inclusion of this approach with a production system such as OTMS or EMS. Provide Asymetrix and Plateau with the necessary intellectual property to justify a commercial "productization" of an integrated Plateau/Librarian. 2.0 BACKGROUND AETC/XPRI is fielding the Operations Training Modernization System (OTMS) which will modernize our training and education forces by providing our computer-based tools to help the Operations Training Organizations accomplish their mission. It will utilize COTS hardware and software to systematically modernize specific training functions and locations. Currently, resident student management is performed under OTMS through the Plateau training information system. This system manages student personal information, records training histories, documents and reports a student's status. The future capabilities of OTMS include instructor management, course design, development, delivery and evaluation tools for resident and non-resident students. 3.0 SCOPE OF WORK The contractor shall provide the labor, personnel, equipment, materials, tools, and all things necessary to develop a prototype Plateau/Librarian unified training management system for resident and non-resident students. Based on fiscal constraints, the contractor shall provide pricing data for the proposed effort. 4.0 TASK Upon contract award, the contractor shall develop an integrated prototype that synchronizes many of the shared data entities at the database level, thereby avoiding the need to modify either COTS application. Upon synchronization of shared entities ETS and Asymetrix will develop the process assumptions for the integration concept based on the OTMS process and technical requirements as defined in OTMS contract. The contractor shall propose options for expansion of this system to support prototype integration into the OTMS contact. The contractor shall use Commercial-off-the-shelf (COTS) products whenever possible. The web-based form creation solution shall be windows based and HTML formats to allow multi-user access, with the appropriate security measures (domain, password). Secure sockets layer protocol shall be optionally (turned on/off) be used on all data exchange, and to provide encryption of all data sent to or from Web Server. An Oracle database shall be used as the sole data repository and all data from Web Server forms and all other data shall be stored in the Database. The system shall provide for growth of student record sizes up to the size of hardware limitations of RAM and DISC storage capacities. 4.1 Security Measures. The product(s) of this task order shall be compliant with AFSSI 5102. The NT server and Database shall be compliant with C2 level security. In addition to the domain, password protection, six roles of system activity or levels of security are required. The system shall provide for capability, with no limit except storage space, to add more roles. The roles shall be managed by an administrative tool that provides simple point and click capabilities for each role and permissions for tasks. It is desired that a check box or radio button be used adjacent to each role with columns of checkable items per role, to turn off or on those role capabilities. 4.3 Training. Requirement to be defined by the government 4.3.1 System Administrator Training. Requirement to be defined by the government (Assumption is this individual is already trained to use Oracle 7.X) 4.3.2 Data Input Training. Requirement to be defined by the government 4.3.3 System Maintenance. Requirement to be defined by the government based on the desired support concept. 5.0 REPORTS, DATA, AND OTHER DELIVERABLES 5.1 All reports, data and deliverables shall be agreed upon by both the government and the contractor. 5.2 Cost status reporting is required for line items, materials and travel. 6.0 SPECIAL CONSIDERATIONS 6.1 Review. The contractor shall provide CD-ROM copies of each deliverable in accordance with the approved schedule. 6.2 Travel. Progress meetings will occur as deemed necessary by the contracting officer representative. The contractor shall propose travel costs associated with this task order as a separate line item and report progress at Randolph AFB, Texas. Street East Suite 2 Randolph AFB, TX 78150-4321. 6.3 Government Furnished Equipment (GFE) and Government Furnished Information (GFI). The government will provide the contractor with a single copy of the current non-resident student training management. The contractor will have access to government subject matter experts (SME), as required, to include program managers, acquisition team members, headquarters and field training personnel from AETC. No government-furnished facilities will be provided. 7.0 PROGRAM MANAGEMENT 7.1 Program Schedule and Status. The contractor shall generate a schedule that reflects and tracks activities for this task. The contractor shall provide the program schedule in both hard and electronic copy. 7.2 Meetings No later than two (2) weeks after contract award, and subsequent meetings leading up to scheduled completion. AETC XTRT may request a post-award meeting at Randolph AFB, TX. At this meeting, the contractor shall provide dates and locations for suggested information gathering meetings that correspond to appropriate phases in the accomplishment of the sub-tasks. The contractor shall present an incremental design approach and obtain government concurrence to proceed. A progress report meeting will be held in the middle of the performance period at HQ AETC/XPRT, Randolph AFB, TX or other agreed upon location. All meetings shall be scheduled at least 2 weeks in advance. 8.0 ACCESS TO CLASSIFIED INFORMATION. This effort is unclassified. The government will not grant access to classified materials through this program. The period of performance for this contract shall be four man months. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Technical (a) Technical capability of the item offered to meet the Government requirement (b) Past Performance (see below) and (c) Delivery Terms -- ability to meet required delivery schedule and (2) Price. Factors are listed in their relative order of importance. Past performance will be evaluated as follows: Evaluation of past performance shall be based on information provided by the offeror (see below) and any other information the Government may obtain by following up on the information provided by the offeror and/or through other sources (i.e., offeror's performance on previously awarded FAST delivery orders/contracts and/or contracts with other Government entities). The offeror must identify two Federal, state, or local government and private contracts or delivery/task orders for which the offeror has performed work similar to the statement of work in this solicitation. References should include the most recent contracts completed within the last two years. The offeror shall provide a point of contact, current telephone number and fax number for each contract. This list is due by the date established for receipt of proposals. 17(x).
