Joint Computational Engineering Laboratory (JCEL). Sandia National Laboratories, Albuquerque New Mexico (SNL/NM) intends to contract for Architect-Engineering (AE) services, subject to availability of funds, to complete a Program Document, with the option of completing the remainder of Title I, and Title II design and documentation for JCEL. Title I will include a Program Document, Schematic Design, and Design Development. Title II will follow with Contract Documents. There is also an option to proceed with Title III (construction administration). Title I design is anticipated to begin in January of 1999. The JCEL facility will focus on research, development and application of leading-edge, high-end computational and communications technologies. JCEL will be the center for SNL's computational modeling, analysis and design community. JCEL's primary mission is to ensure the rapid development and application of high-end computing, modeling, analysis and design needed to achieve the objectives of DOE's Science-Based Stewardship and Management program. Qualified firms shall have demonstrated experience with the design of: high-end computational and communications facilities, computer operations facilities, dynamic environments for office, meeting and teaming spaces of computing organizations, integrated energy efficient building systems, high-functioning energy management control systems (EMCS), corporate standard and state-of-the-art communications systems, and multi-level, flexible security and building control systems. JCEL will include a multi-story office building with a mixture of single, double and management offices, support and teaming spaces, meeting rooms and computer labs. There will also be a one-story section with computer prototyping, multi-purpose and multi-media laboratory, office and support space. The building area is estimated between 50,000 and 60,000 gross square feet. The estimated cost of construction for the JCEL is $10 to $15 million. A fixed price AE services contract is anticipated.The project design is estimated to be approximately 5% civil, 15% structural, 30% architectural, 20% mechanical and 25 % electrical and 5% EMCS. AE firms submitting proposals shall have minimum experience of: projects with building areas of 40,000 s.f. or more, projects with construction budgets of $9,000,000 or more, projects of a similar building type and scope, and a proven capability of preparing CADD files in MicroStation 95 or later. AE Firms submitting proposals shall include this information in their letter of interest. All interested firms should submit a letter of interest together with nine (9) copies of a proposal for AE services. The proposal should include standard forms SF254 and SF255. The proposal is limited to 50 pages including the SF254/255 but not including the letter of interest. The proposals for AE services will be evaluated and scored by a committee of SNL personnel based on best value procurement procedures. The proposals shall follow the following format: A. Company information and consultants as applicable: 1. Brief history of company 2. Brief history of working experience with proposed consultants if applicable 3. Identify company's experience with projects similar in scope and functionality to that of the proposed JCEL project 4. Explain company's experience with the software that will support the JCEL project, including MicroStation experience B. Project Team to include the project manager, discipline leads (including CADD), design personnel, and consultant personnel, if applicable (individuals named in the proposal will be part of the contract; unavailability of these individuals at the time of award constitutes a basis for disqualification) 1. Organization chart illustrating relationship of key personnel and consultants 2. Define each team member's roles and responsibilities 3. Identify experience of each team member, professional designation, certification, education, and technical experience 4. Identify projects, specifically relevant to JCEL, which proposed team members have worked on jointly C. Programming 1. Define project team's methodology and techniques for gathering building occupant and landlord requirements and developing building design concepts 2. Explain how project team will incorporate the gathered programming information into a functional building Program Document D. Work Plan 1. Define your corporate plan in a step-by-step approach for executing the JCEL project. This should be inclusive of but not limited to a descriptive explanation of activities and interfaces to occur at each step, schedule tracking procedures, cost estimating techniques and cost controls, internal QA process, and external QA interface All proposals must be submitted in writing.
