Tennant, Jr., Contracting Officer, 301/713-0823 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 52-DGNE-8-90139 is issued as a RFP. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05. The US Department of Commerce/NOAA intends to negotiate on a sole source basis with Vaisala, Inc. of Woburn, Massachusetts for a one-year indefinite quantity contract for RD93 GPS dropsondes. The contract will have two one-year options, which may be exercised unilaterally by a NOAA Contracting Officer at any time prior to the end of the period of performance of the contract. The minimum quantity for each year of the contract will be 40 RD93 GPS dropsondes. The maximum quantity for each year of the contract will be 100 RD93 GPS dropsondes. Deliveries will be made F.O.B. Destination to 5200 Auth Road, Room #102, Camp Springs, Maryland. Inspection and acceptance will be made at destination. Deliveries will be required to be made no sooner than 90 days after placement of a delivery order and no later than 180 days after placement of a delivery order. Delivery orders shall be placed, in writing, by a NOAA Contracting Officer. Dropsondes acquired under this contract will be used in conjunction with the NCAR data system installed on NOAA's P-3 aircraft. Vaisala, Inc. is the only known manufacturer of the RD93 GPS dropsonde and has exclusive marketing rights to the technology used in building the RD93 GPS dropsonde. The RD93 GPS dropsonde is the only dropsonde known to be compatible with the NCAR data system. All responsible sources may submit a timely proposal which shall be considered by the agency. Any proposal for other than the Vaisala RD93 GPS dropsonde must include documentation demonstrating that the dropsonde being offered is compatible with the NCAR data system installed on NOAA's P-3 aircraft. Proposals must be received at the U.S. Department of Commerce/NOAA, General Contracts Branch (Code OFA512:ET), 1305 East-West Highway, Station #7604, Silver Spring, Maryland 20910 not later than 2:00 PM Eastern Daylight Time on August 31, 1998. Proposals must be submitted in writing. The Government will not accept electronic, telegraphic, facsimile, or telephonic proposals. FAR Provision 52.212-1, entitled "Instructions to Offerors-Commercial Items," applies to this acquisition. There are no addenda to FAR 52.212-1. FAR Provision 52.212-2, entitled "Evaluation-Commercial Items," is not being used. Award will be made to the responsible offeror offering the lowest priced, technically acceptable proposal. Each offeror should include a completed copy of FAR Provision 52.212-3, entitled "Offeror Representations and Certifications-Commercial Items," with its proposal. The small business size standard is 500 employees. FAR Clause 52.212-4, entitled "Contract Terms and Conditions-Commercial Items," applies to this acquisition. There will be an addendum to FAR Clause 52.212-4 setting forth the ordering and option provisions described above. FAR Clause 52.212-5, entitled "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items," applies to this acquisition. With respect to the additional FAR clauses cited in FAR 52.212-5, the following apply: 52.203-6 Alternate I, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-18, and 52.225-21. Other than as stated above, there will be no further contract terms or conditions. This acquisition is not rated under the Defense Priorities and Allocations System.
