The required system must be protable, the spatial resolution of the system must be a minimum of 1:30,000 at a sampling frequency of 60Hz, and shall operate in the infrared region having multiple levels of illumination based on the surrounding lighting. The system shall be capable of recording under normal lighting conditions either in the field or in the lab, with no special or intensive lighting required. Any offeror purporting to be able to furnish this system may submitt a written responce demonstrating such capability by August 7, 1998.
