Provide materials, equipment, labor, and transportation required to excavate three 10 foot X 10 foot X 8 foot areas of dirt/crushed coral at Tern Island, French Frigate Shoals, Hawaii. These areas may contain hazardous materials such as batteries and PCB transformers. The dirt/crushed coral may be contaminated if these materials are present, and have leaked. The contractor must bring a barge to Tern Island capable of hauling back the entire volume of excavated area, if off-island disposal is required. The contractor may also be tasked with excavating other areas of the island, if hazardous materials/contaminated soil is found in the first three areas. The contractor must also bring to Tern Island 350 cubic yards of clean fill (crushed coral), to fill in the excavated areas. The work is presently scheduled for the second week in October 1998.
