sought for Deployable Voice Switch Module (DVSM). Quantity 2 ea. SIC
3661. Description: The DVSM will provide an Integrated Services Digital
Network (ISDN) voice circuit switching capability. A basic circuit
switching function will be provided by a Commercial-Off-The-Shelf
(COTS) ISDN Private Automatic Branch eXchange (PABX). The PABX will be
packaged into a transit case for transport and equipment operation.
Operation of the PABX will be made possible by assembling or
integrating power, signal, control, interface, etc., functions within
the transit case. Collectively, the PABX, assembly, integration and any
necessary components comprise the DVSM program. The DVSM is an
integrated package that can be acquired using COTS,
Government-Off-The-Shelf (GOTS), or Non-Developmental Items (NDI). The
DVSM will consist of a digital circuit switch(s) that shall provide
voice and data switched services for analog/digital secure/non-secure
voice and data communications. The circuit switch or PABX shall provide
DSN features such as precedence and preemption allowing high priority
circuits assured access. The PABX shall be designed to interoperate
with standard 64-kb/s PCM circuits with standard commercial features.
Routing shall be deterministic as in the DSN and commercial ISDN
networks. Numbering plans shall conform to the current joint numbering
plan approved for tactical use. The DVSM must operate as an extension
of the DSN and provide a compatible interface to DSN. The interface to
the DSN shall be T-1, T1 Primary Rate Interface (PRI) with commercial
ISDN "D" channel signaling, DS0 or E&M trunks. An automatic Voice
Network (AUTOVON) software package shall be provided to provide tandem
multi-level precedence and preemption (MLPP). The ability to connect
to a Public Switch Telephone Network (PSTN) shall be provided. When the
connection is to PSTN, this may be a loop type interface, or an E&M or
T-1, or T1 trunk, or a T1 PRI commercial ISDN with "D" channel
signaling. Measures to limit outside access tothe deployed switching
system shall be provided. Subscriber instruments will typically be
2-wire analog instruments (WECO 2500 or equivalent) and wireless
instruments. Secure calls between two DVSM subscribers or between DVSM
subscribers and DSN subscribers shall be via STU-IIIs, STE or
equivalent type telephones. The capability to place secure calls
between DVSM subscribers and subscribers serviced by legacy systems
(TRI-TAC and MSE), using like instruments (STU-III to STU-III, Ky-68 to
KY-68) shall be provided. Digital telephones shall provide the
capability to pass data through the circuit switched system for those
types of interfaces where this is appropriate (e.g. dial up video,
data, etc.). An ISDN basic rate interface (BRI) is required. The DVSM
shall provide the option of using voice compression techniques to
reduce the trunk bandwidth over long haul transmission systems (Tropo,
SATCOM, etc.). This shall be automatically controllable to permit FAX
calls, secure STU-III calls, etc. to traverse the network without
impediment. This Sources Sought synopsis is placed in order to generate
an initial vendor list, for purposes such as obtaining market
information and facilitating early industry involvement with the
acquisition. A draft Purchase Description is available. We anticipate
a "Best Value" type acquisition, considering technical acceptability,
