Special Operations Command (USSOCOM) intends to issue a Request for
Proposal on a limited competition basis to two companies, ITT
Industries, ITT Night Vision, Roanoke, VA and Litton, Special Infrared
Products, Tempe, AZ in response to the need for one (1) wide
field-of-view (FOV) image intensifier (I2) device for goggle
applications. These two companies are the only known sources with the
ability to respond to the goal of this technology effort to exploit
innovative technological solutions to demonstrate the desired
capability. The program objective is to design, fabricate and
demonstrate a wide FOV (approximately 80 degrees) I2 device meeting GEN
III, OMNI III performance. The overall objective is a unity power
device with minimum distortion. The device shall include an eyepiece
with 25-millimeter eye-relief (minimum) and a 12-millimeter exit pupil
(minimum). Additionally, emphasis should be placed on minimizing the
overall size and weight of the device, while maximizing the FOV. A goal
of this effort is a device utilizing only one image intensifier tube,
i.e., PVS-7. The intended purpose of the single tube is to reduce the
cost of the device. Due to the potential variations in designs to meet
this challenging effort a dual award may be utilized. See numbered
Notes 22 and 26. Interested firms have 15 days from publication in the
Commerce Business Daily to submit their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
contract, on a full and open competitive basis, based upon responses to
this notice, is solely within the discretion of the Government. All
responsible sources may submit their qualifications/ capabilities which
shall be considered by the agency. Note 22 is used since the agency is
