synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, and the test program outlined in FAR
13.6 as well as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation. This
non-competitive action will be processed in accordance with FAR
6.301.1. (Only one responsible source and no other supplies or services
will satisfy agency requirements) JFL Communications, Missouri City,
Texas is the only known source that can provide parts, software, and
installation support for a high speed mobile voice and data satellite
communications system onboard the Motor Vessel (MV) Mississippi and the
bank protection party (BPP) Number 11. No other known system will be
compatible with the existing Mississippi Valley Division satellite
system. A sole source quote is being requested pursuant to this
announcement and shall reference Requisition Number W38XGR-8154-6428.
Summary of requirements for MV Mississippi are as follows. Provide up
to 256,000 bit per second data throughput. Provide up to 12
simultaneous voice grade telephone circuits without disruption of data
service. Provide the capability to expand or reduce total throughput
as required for the various missions of the MV Mississippi. Routine
work season communications requirements for the MV Mississippi require
only 64,000 bit per second data throughput; however this requirement
rises at least 192,000 bits per second during semiannual MRC inspection
trips. The system must operate when the MV Mississippi is underway or
when it is moored. The system must be compatible with existing MVD
satellite equipment located in Vicksburg, MS. Summary of requirements
for BPP Number 11 are as follows. Provide up to 64,000 bit per second
data throughput. Provide up to two simultaneous voice grade telephone
circuits without disruption of data service. The system must be
compatible with existing MVD satellite equipment located in Vicksburg,
MS. Both systems must provide the following. Provide one 9,600 bit per
second FAX telephone circuit without disruption of data service or
other telephone service. Provide the capability to expand or reduce
total throughput as required for seasonal mission operations. The
system must provide service over the entire navigable length of the
Mississippi River and its tributaries. This solicitation incorporates
all of the applicable provisions and clauses in effect through FAC
97-04, as if stated in full text, as well as the terms and conditions
of FAR 52.212-1. Offerors should include a copy of the provision
252.212-7000, Offeror Representations and Certifications-Commercial
Items, with the offer. Clause 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. Clause
52.212.5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders- Commercial Items, applies to this acquisition. To
