The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is seeking sources for the production of the MK 21 Mod 1 Initiator, hereafter referred to as the initiator. The initiator is used to detonate the explosive main charge of the MK 125 warhead used in the STANDARD Missile two family of missiles. The initiator consists of an electrically conductive low inductance flexible printed circuit cable, four hermetic chip slapper detonators, and four PBXN-5 explosive boosters weighing two grams each. The initiator is approximately 16 inches in length and 1.2 inches in width. The initiator connects to the MK 54 Safety- Arming Device (S-A) via a precision two sided bull's eye connector and is detonated by a high voltage pulse from the MK 54 S-A. Two chip slapper designs have been qualified as single point slapper detonators in accordance with the G3 specification, and will be approved for use in the initiator. The current vendors for these chip slapper detonators are Reynolds Systems of Middletown, CA for the Low Energy Exploding Foil Initiator (LEEFI) and EG&G Optoelectronics Division of Miamisburg, Ohio for the Blue Chip Detonator trademark. Any other hermetic chip slapper designs which have been qualified to the G3 specification, as single point detonators may be presented to NSWCDD for consideration for use in the initiator. NSWCDD intends to issue a Request for Proposal (RFP) in the fall of 1998 for two years of initiator production with options for three additional years. The RFP will be for an unrestricted domestic procurement. The initiator procurement will include a first article acceptance lot of 215 initiators which will be tested by the government. Yearly production quantities of approximately 800 to 1200 initiators are expected. The lot size will be no more than 500 initiators or three months production. The selected supplier must be capable of building the initiators to the Technical Data Package supplied by NSWCDD and performing lot acceptance testing of the initiators. Lot acceptance testing will consist of destructive firing tests as follows: a 25 sample Neyer voltage threshold sensitivity test; 10 explosive firing tests conducted at specified voltages; and other physical and electrical inspections specified in the Technical Data Package (TDP). The selected supplier will be required to have personnel and facility clearances up to the secret level. A draft of the TDP and a copy of the G3 specification are available from the NSWCDD Contracting Office. It is requested that potential suppliers provide NSWCDD with a ROM cost estimate for the procurement described above which includes unit and total prices for the first article acceptance lot, and each of the estimated yearly quantities, a production concept paper describing how they would produce and test the initiator, and a resume of experience with slapper detonators and multi-point initiators.
