The Fleet and Industrial Supply Center (FISC) Norfolk Detachment
Philadelphia intends to modify contract N00140-97-C-L205 with Coastal
Government Services, Incorporated, to obtain additional non-enrollee
appointments during FY99 to support the contractor-operated Primary
Care Clinic (PCC) at the Naval Medical Clinic Quantico, VA. Subject
contract was awarded on 29 May 97 and services during the basic
performance period began on 1 Oct 97 and continue through 30 Sep 98.
FY99 constitutes an option period under the contract. The contract
provides primary care to both TriCare Prime enrollees and also provides
non-enrollee appointments. The quantity of non-enrollee appointments
varies depending upon the enrollment level at any given time. This
modification is necessary due to unforeseen access to care impacts of
the implementation of the Managed Care Support Contract (MCSC) in
Region 1. The implementation of the MCSC has increased the demand for
non-enrollee appointments at the PCC beyond the level
initiallyanticipated. The current terms of the contract provide for
approximately 23,000 non-enrollee appointments per year at an
enrollment level of zero. The resultant modification will add an
additional 600 non-enrollee appointments per month during FY99. It is
anticipated that patient care efficiencies associated with the MCSC
will allevitate the need for the additional appointments by the end of
FY99. FISC Norfolk Detachment Philadelphia intends to negotiate on a
sole source basis with Coastal Government Services for this
requirement. This firm is considered the only source capable of
providing services which meet all of the Navy's requirements by 1 Oct
98. Further, pursuing the additional appointments from any other source
would be impracticable as Coastal is currently providing full operation
of the PCC. Interested parties may identify their interest and prove
their capability to respond to this requirement for additional
non-enrollee appointments at the Quantico PCC. This notice of intent is
NOT a request forcompetitive proposals. However, all information
received within forty-five (45) days after date of this notice will be
considered by the Government. Information received as a result of this
notice of intent will be considered solely for the purpose of
determining whether to conduct a competitive procurement. A
determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. The Government will not pay for
