Technologies Company (LMITCO), is seeking interested sources from
industry regarding the purchase of the Process Experimental Pilot
Plant(PREPP). PREPP was constructed to demonstrate a method for
processing transuranic (TRU) waste into an acceptable form for
disposal. It is located at the Test Area North (TAN) facilities on the
Idaho National Engineering and Environmental Laboratory (INEEL). The
plant was designed to provide an integrated system for the receipt,
pre-treatment and incineration of solid waste, and the stabilization of
the solid waste residual. The integrated system includes a shredder;
rotary kiln; air pollution control equipment, e.g. off-gas scrubbers
and quenchers; control room equipment; and stabilization equipment,
e.g. mixers and storage tanks. PREPP was constructed within the
confines of Building TAN-607 as a multi-level structure covering
approximately 9,900 square feet. The system was tested to verify
equipment and operatingparameters using 6200 pounds of printed circuit
boards. The plant was placed in stand-by status in 1989, has not
operated since that time, and requires closure under the Idaho
Hazardous Waste Management Act (HWMA) and 40 CFR 265. The facilities
nominal design capacity @ 24 hours per day is 7 tons per day. Highly
combustible waste is processed at rates as low as 1.5 tons per day. The
operating temperature ranges from 1800 degrees F to 2,000 degrees F,
with average operating temperature being 1,800 degrees F. The plant can
process solids and contaminated soils. The shredder can process up to
a 4'x4'x7' box, maximum size, or 6-55 gallon drums on a pallet. The
rotary kiln inside diameter is approximately 5'9". The plant has
operated for approximately 995 hours. The buyer will be responsible for
disassembly, removal, clean-up and disposal activities required for
closure as specified in INEEL Equipment Removal Specification, Project
File No. 020889, and other terms and conditions as may be applicable.
This specification requires the buyer to prepare a HWMA Closure Plan
to be approved by DOE-ID and the State of Idaho Hazardous Waste
Permitting Bureau. This notice is issued for the purpose of obtaining
interested sources and their current capabilities for processing
hazardous waste. Foreign parties should be aware that restrictions may
apply which could preclude their participation. An Invitation for
Sealed Bid for the purchase and removal of PREPP property is expected
to be issued in the future. Parties interested in receiving an
