This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additonal information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00140-98-R-3264 applies and is issued as a Request for Proposal (RFP). FISC Norfolk Det-Phila is soliciting on an unrestricted basis: all responsible sources may submit a proposal. The requirement is for firm fixed price indefinite delivery type contract for berthing for authorized Naval Reserve Personnel per Commanding Officer (COMNAVRESFOR P4000), Naval and Marine Corps Reserve Center, 85 N. Yearling Rd., Columbus, OH 43213-1392. The period of performance is from 1 Oct 98 through 30 Sept 99, plus 2 option years. Contract Line Item Number (CLIN) 0001 -- Lodging for authorized Naval Reserve Personnel of the Naval and Marine Corps Reserve Center, Columbus, OH in accordance with the statement of work CLIN 0001 has a period of performance from 1 Oct 98 to 30 Sept 99. CLIN 0002 is the same as CLIN 0001. The period of performance for CLIN 0002, the first option year, is from 1 Oct 99 to 30 Sept 00. CLIN 0003 is the same as CLIN 0001. The period of performance for CLIN 0003, the second option year, is from 1 Oct 00 to 30 Sept 01. The room rate to be charged will be the same rate for single or double occupancy. The minimum quantity per year will be 500 rooms. The maximum quantity per year will be 2,500 rooms. The hotel/motel must be located within 5 miles of the reserve center and have a well lighted parking lot. Accommodations as per faxed list to hotel/motel by 11:00 am prior to the dates required from the Naval Reserve Center. Check in time is to be no earlier than 3:00 pm and no later than 3:00 am. Cancellations may be made up until 6:00 pm of the date required without charge. The following are the required delivery dates for the base period: 10 & 11 Oct 98, 7 & 8 Nov 98, 21 & 22 Nov 98, 5 & 6 Dec 98, 12 & 13 Dec 98, 9 & 10 Jan 99, 23 & 24 Jan 99, 6 & 7 Feb 99, 20 & 21 Feb 99, 6 & 7 Mar 99, 20 & 21 Mar 99, 17 & 18 Apr 99, 1 & 2 May 99, 15 & 16 May 99, 5 & 6 Jun 99, 19 & 20 Jun 99, 10 & 11 Jul 99, 24 & 25 Jul 99, 7 & 8 Aug 99, 21 & 22 Aug 99, 4 & 5 Sep 99, 18 & 19 Sep 99. Additional delivery dates may be requested as required due to changing of drill dates. Contractor will be notified within three days after such change. FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, and DFAR 252.212-7000 apply to this acquisition. Award willbe made to the low price, responsible offeror, whose total offer including options, conforming to the solicitation is determined most advantageous to the government.
