Services to transport shipments containing radioactive material and dangerous waste from Puget Sound Naval Shipyard (PSNS), Bremerton, WA to the Port of Benton, near Richland, WA, on the Columbia River. Each shipment shall consist of one barge with deck mounted cargo of a single package containing radioactive material, lead and polychlorinated biphenyls (PCBs). A typical cylindrical submarine package may weigh between 1000 and 1680 short tons, and range bewteen 38 to 45 feet long, 33 feet in diameter, and 38 to 45 feet in diameter. A typical cruiser package may weigh between 1500 and 1600 short tons, and be 39 feet tall and 39 feet wide. Shipments will typically occur between 1 March and 31 October of each contract year. The contractor shall standby at the Port of Benton with two river tugs to provide positioning assistanceas necessary. After the package is off-loaded, the contractor shall deliver the barge back to PSNS. Complete specifications will be included with the solicitation package. Services are required for a one-year period of performance to begin 1 January 1999, or date of award, whichever is later, with the possibility of two one-year option periods.
