Attorri, 202/283-1103 The IRS is conducting a search to assemble a
potential bidders list of firms interested in competing in IRS's
purchase of services to conduct investigations of alleged IRS employee
administrative violations. The scope of these services would include
investigations of administrative violations and the preparation of
written, factual reports of investigative findings in a timely and
cost-effective manner and IAW the "Quality Standards for
Investigations" set forth by the President's Council on Integrity &
Efficiency (PCIE). These investigations could require interviews of
complainants, witnesses and subjects; reviews of records and documents;
and other investigative techniques, the # and scope of which would be
determined by the unique nature of each complaint. The reports of
investigation would be used by the IRS agency officials responsible for
enforcing IRS standards of conduct to determine whether an
administrative violation has occured and if so whether the agency
should take action as a result of the violation. The investigations
would be conducted throughout the U.S. and its territories. The # of
requests for investigations will be dependent upon the # of complainsts
received by the IRS. As these investigations would potentially involve
tax information protected under Section 6103 of Title 26, and various
personal information protected by the Privacy Act of 1974, it will be
necessary to require a non-disclosure agreement be signed by any
vendor personnel involved in providing this service. THIS IS A REQUEST
FOR INFORMATION AND MARKET SURVEY ONLY. The Govt. will use the
information obtained from this notice to understand the capabilities of
the marketplace. All interested parties should provide, at no cost to
the Govt., full descriptive literature demonstrating their capabilities
to provide the above requirements, and should indicate the nature and
level of background screening that is conducted on their personnel.

business. The Govt. reserves the right to set-aside any follow-on
