The Contractor shall provide all labor and material necessary to remove and install insulation and lagging onboard navy surface vessels on an indefinite delivery type requirements, contract with fixed-price provisions. The services to be performed at various shipboard locations within a 50-mile radius of Pearl Harbor, Hawaii, or at the local Contractor facility. The services are to be delivered within seven (7) calendar days after the receipt of each order. This is a 100% Small Business Set-Aside. The services to begin on or about 01 January 1999 through 31 December 1999 with four (4) twelve-month option periods commencing thereafter at the Supervisor of Shipbuilding, Conversion & Repair, Pearl Harbor, Hawaii. The Government intends to include the clause FAR 52.217-8, Option to Extend Services, in the solicitation. This solicitation is not using the policies contained in Part 12, Acquisition of Commercial Items. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item or services within 15 days of this notice. Past performance shall be an evaluation factor. At the time established for receipt of past performance information and in addition to your required references, describe your company's past performance on Government and/or commercial contracts which are "same or similar" in scope, magnitude and complexity to that required by this solicitation. The information shall be for at least three (3) contracts currently in process or completed within the past five- (5) years. The information must be clear as to whether the service provided was done as a prime contractor or a subcontractor. Offerors who present past or present contracts which are "similar" to the requirements of this solicitation, shall provide a detailed explanation demonstrating the similarity of these contracts to the requirements of this solicitation. The Offeror shall provide the information requested above for past performance evaluationor affirmatively state that it possesses no relevant "same or similar" past performance. The Government reserves the right to challenge these detailed explanations. All responsible small business sources may submit a proposal, which shall be considered by the agency.
