privatization of and provision of long-term utility service for the
exterior electrical distribution system for the Bethel Manor Military
Housing Area of Langley Air force Base, Virginia. Privatization will
transfer to the private sector the responsibility for the ownership,
operation, maintenance, and repair of the Government-owned distribution
system and the responsibility for securing competitive and
comprehensive utility service (including generation, transmission, and
distribution of electricity) to such systems, in compliance with
applicable State and Federal laws and regulations. The Air Force is
currently a retail service customer of Virginia Power. Virginia Power
provides delivery of 12.5 kV power to Bethel Manor at the standard
schedule MS rate from a single, master-metered delivery point (also
owned by Virginia Power). For the 12-month period Dec 96 through Nov
97, total consumption for Bethel Manor was 19,982,088 kWh. Monthly
on-peak demand ranged from 2,874 kW for May to 5,535 kW for July. The
Air Force currently owns and operates the electric distribution system
downstream of the Virginia Power 12.5 kV point of delivery, while the
utility owns and operates all upstream distribution facilities. The
downstream Government-own system consists of about 10 miles of overhead
and underground primary voltage circuits and 122 pole or pad-mounted
transformers that deliver electric power through approximately 450
building services to 1,268 individual family housing/apartment units
and several community service facilities (convenience store, housing
maintenance facility, library, youth center, chapel, and swimming
pool). Bethel Manor is an area of proprietary jurisdiction. Interested
sources should provide a written statement of interest on company
letterhead to include the following: -- a general description of
capability to own, operate, and maintain the system, -- a description
of experience in owning, operating, and maintaining similar systems, --
and, a clear description of the source's ability and legal right to
own, operate, and maintain the systems and to secure competitive and
comprehensive utility service (including generation, transmission, and
distribution of electricity) to such system, in compliance with
applicable Federal and State laws and regulation (i.e. VA Code Ann.
Title 56). Responses to this Request for information are due to the
Contracting Officer within 30 days of publication of this notice.
