This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a proposal which shall be considered by the Government. This is an unrestricted solicitation which will result in the award of a firm-fixed-price type contract to a single offeror. Price proposals for this solicitation shall be submitted on and all-or-none basis. Partial/split awards will not be made. This solicitation number DAAB07-98-R-5001, is issued as a request for proposal. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04, effective 24 April 1998. A list of contract line item numbers and items, quantities, and units of measure, (including options) as follows: ITEM 0001 -- TT-3060A INMARSAT Mini-M system, including a removable sealed antenna, operator handset, Data and FAX/2-wire phone interface, SIM card, battery, 9-18VDC Charger, Solar Panel Interface, AC-Adapter, 5 meter antenna extension cable, DC Cigarette Lighter Cable, QTY 69 each. ITEM 0002 -- STU-III Interface option for Item 0001, QTY 69 each. ITEM 0003 -- Commissioning of Item 0001, QTY 69 each. ITEM 0004 -- LSS-94429 Solar Powered INMARSAT Mini-M system, including a removable sealed antenna, operator handset, Data and FAX/2-wire phone interface, SIM card, battery, 9-18VDC Charger, Solar Panel Interface, AC-Adapter, 5 meter antenna extension cable, DC Cigarette Lighter Cable, QTY 10 each. ITEM 0005 -- STU-III Interface option for Item 0004, QTY 10 each. ITEM 0006 -- Commissioning of Item 0004, QTY 10 each. ITEM 0007 -- TT-3062B Vehicular Disk Tracking Antenna System INMARSAT Mini-M system, including a Magnetic antenna mount, Transceiver Unit with operator handset, Tracking Antenna w/1 meter Cable, LNA/HPA assembly w/5 meter cable, SIM Card, battery, 10-32 VDC supply, 5 each. Units must be Year 2000 compliant and vendor must provide statement attesting to their compliance. ITEM 0008 -- STU-IIB/III Interface option for Item 0007. ITEM 0009 -- Commissioning of Item 0007. ITEM 0010 -- Estimated Shipping to Fort Belvoir, VA ZIP CODE 22060. ITEM 0011 -- Hands-on training classes (commercial duration) to be conducted at Fort Belvoir, VA, QTY 3 each. ITEMS 1001 THROUGH 1011. Reserved for the Government option to purchase up to an additional quantity of 10 units each at the same price within 12 months after the initial award. This does not obligate the Government to order additional quantities. Description of additional requirements for the items to be acquired is as follows: 1. The Government has requirements for 3 different Mini-M INMARSAT terminals. The specifications for these terminals are contained in paragraphs 2-6, as follows: 2. Portable Mini-M INMARSAT terminals equal to the Thrane and Thrane TT-3060A. All terminals must be compatible with one another and use common sub-components as spare parts. These terminals must meet the following specifications: a. Transceiver unit shall be capable of voice, facsimile, and 2400bps data transfer rate. b. Unit must include STUIIB/III interface. c. System hardware must include: operator handset, phone interface cable, 1 SIM/Calling Card, Antenna with cable to remote antenna up to 12 feet from transceiver unit, battery pack (must provide at least 2 hours of operation), DC charger to support 9-18volt DC source, AC-Adapter (auto sensing 115-240 volt AC, 50-60 Hz source), DC Cigarette Lighter Cable for DC Charger. d. System must be Year 2000 compliant and vendor must provide statement that offered products will satisfy this requirement. e. Vendor must provide full commissioning for all systems and must support Stratos Mobile Network STU protocol allowing for transparent STU calls. f. Vendor must provide at least 3 hands-on training classes at Fort Belvoir, VA. Training will include how to assemble the components and how to use the systems' equipment. Length of training will be the same as that offered to the vendor's commercial customers. g. Component cases shall be air tight, water tight, and ruggedized. (Note that this requirement is not essential for the vehicular Mini-M phone.) 3. Vehicular Mini-M Phone System (Item 0007) equal to the Thrane and Thrane TT-3062B system. These terminals must meet the specifications as described above for the Portable Mini-M INMARSAT terminals above plus the following additional specifications: a. Electronically steered beam antenna with automatic tracking of the satellite to adjust for vehicular turns. b. Optional hands-free speaker/microphone for use in the vehicle while it is moving. c. Vehicular roof mount antenna with necessary mounting hardware and cables. d. All necessary mounting brackets, hardware, and cables to mount unit components in vehicles. Must support DC power sources of 12-24 volts DC. 4.Solar powered Mini-M Phone system (Item 0004) equal to the Thrane and Thrane TT-3062A system with a solar panel. These terminals must meet the specifications as described above for the Portable Mini-M INMARSAT terminals above plus the following additional specifications: a. Solar panel with appropriate cables to allow operation of terminal on solar panel source. b. Solar panel must be contained in separate case or case provided for terminal components. 5. Size and weight specifications for these units must be satisfied as follows: a. Portable Mini-M INMARSAT terminal case size shall not exceed 14 x 17 x 3 inches nor weigh more than 9 lbs. b. Solar powered Mini-M Phone terminal case size shall not exceed 14 x 17 x 4 inches and weigh more than 12 lbs. Date(s) and places(s) of delivery and acceptance and FOB point. Delivery to Fort Belvoir, Virginia shall be made within 30 days after receipt of contract order. Acceptance shall be by the Fort Ritchie project manager after confirmation of shipment receipt and presentation of proper invoice for payment. The following factors shall be used to evaluate offers listed in the order of precedence: technical compliance and price. Offerors shall include existing product literature that describes equipment technical specifications and operating capacity which clearly shows that the offered product meets the Government's requirements, as described in this solicitation. Comparison of the Government's technical requirements with the technical specifications in the product literature constitutes technical compliance under this solicitation. Offerors must demonstrate, as part of their offer, a satisfactory past performance record to be considered responsible and eligible for award of this contract within the meaning of contractor responsibility standards at Far Part 9. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer. In addition to the standard commercial warranty, the Contractor warrants any product delivered under the resulting contract shall be able to correctly process date and date related data into and between the year 1999 and 2000, including leap year calculations, to be Year 2000 compliant. Standard Government Y2K warranty clause will be a part of the contract addenda. FAR 52.204-3 applies; a taxpayer identification number(TIN) is required. FAR 52.204-6 applies; a Data Universal Numbering System (DUNS) number is required. Defense FAR Supplement (DFARS) clause GS7070 -- Central Contractor Registration (CCR) applies.
