23 -- SMALL UNIT MULTIPURPOSE TRAILER SOL DAAN02-98-T-1211 DUE 081098 POC Contract Specialist EMILY SMITH (508) 233-4368 esmith@natick-amed02.army.mil (Site Code DAAN02) This is a combined synopsis/solicitation for a commercially available Small Unit Multipurpose Trailer (SUMT). This synopsis/solicitation is prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Soldier Systems Command, Natick, MA intends to make multiple awards to purchase a minimum of (10) commercially available multipurpose trailers (SUMT)(CLIN 0001) which meet the performance specifications stated herein. The proposed procurement represents Part I of a two part acquisition program. Part I will determine if a commercial item can meet the Government's requirements for this item. If it is determined that a commercial item will not meet these requirements, a competitive Request for Proposals utilizing a performance specification will be issued to procure this item. The SUMT shall meet the following performance specifications: The SUMT must be capable of supporting and transporting up to 400 lbs. (desired) or 300 lbs (required) of cargo cross country (including open fields, forests, and light brush). The SUMT shall secure cargo with a retention system that secures both bulky cargo (e.g. concertina wire) and casualties ranging form the 1st to 99th percentile on appropriate body dimensions, while restraining lower body, upper body and head. Appropriate dimensions include, but are not limited to weight, height and width at chest. These dimensions can be found in the 1988 Anthropometric Survey of U.S. Army Personnel: Methods and Statistics, which is available at http://www-sscom.army.mil/busops. The SUMT shall be capable of bearing and transporting these loads without evidence of permanent deformation, splits or cracks, wobbling and lateral movement of wheels, or loosening of parts. When in the park position, the SUMT shall be easy to load and unload. The SUMT shall be movable by either a soldier pulling with his hands free while crawling (desired), walking and running (required), or pushing by hand. When pulling in the hands-free mode, a quick release will be available that will enable a soldier to detach him/herself from the SUMT (i.e. contain no more than two (2) connections and/or be capable of being detached in no more than two (2) consecutive movements). The SUMT shall collapse or disassemble into a maximum of five pieces that can be carried on the exterior of an ALICE pack (large) or Modular Load System, without protruding or impeding movement through doorways or thick vegetation and without causing physical discomfort. Assembly or configuration into the load carrying configuration shall not require tools and require less than one minute. The SUMT shall operate and reconfigure quietly. The total weight of the SUMT shall not exceed 30 lbs. The SUMT shall not weigh more than 10 lbs. (desired) or 15 lbs. (required) per soldier when disassembled or configured for carrying. The SUMT shall provide at least nine inches of ground clearance with wheels that do not become entangled in vegetation and tires that are puncture proof and sufficiently wide to allow movement across the various types of terrain described herein. The wheels shall not wobble or move laterally along the axle during operation. The SUMT shall operate in basic cold through hot environments (-35 degrees F to +120 degrees F); allow and withstand delivery by individual parachutists while secured to the rucksack inside an air pack, and have a service life of 120 combat days. The SUMT shall also be capable of operating during adverse weather and conditions such as falling snow, sleet, rain, and blowing dirt/sand. The following performance characteristics are desired but not required: The SUMT should: 1)Function as an assault ladder and foot bridge. 2) Allow a secured casualty to free himself from the restraint system. 3) Be compatible with standard stretcher assignment points in ambulances and medevac aircraft (bracket assembly NSN 1880-00-785-0814, fitting assembly NSN 1680-00-015- 2862.) 4) Be capable of configuring as a sled, wheelbarrow, two and four wheel cart; 5) Be capable of being pulled by a High Mobility Multi-Wheeled Vehicle (HMMWV) or all-Terrain Vehicle (ATV) while traveling at least four (4) mph. 6) External surfaces of the SUMT should be capable of being decontaminated to negligible risk levels from chemical and biological agents. 7) Be capable of being operated by a soldier in an NBC (nuclear, biological, chemical) environment. 8) Contain a secure attachment point for 1000 ml. medical fluid bags above shoulder height of a secured casualty. Logistics and Maintenance: The SUMT shall only require minimum periodic maintenance including cleaning, lubricating wheels, and replacing excessively worn tires. Instructions for use, care and storage shall be printed on the SUMT and shall be easy to read, comprehend, and follow and shall remain legible throughout the intended life-cycle of the SUMT. The SUMT design and construction shall be such that it is capable of withstanding the extremely rigorous usage required by Military Service. Examples of rigorous usage include, but are not limited to: Transport over rugged terrain including open fields, forests, light brush, soft ground and slopes up to 15 degrees from horizontal; operation and storage in the open air, and exposure to the elements for extended periods of time. Safety and Health: The SUMT shall not introduce safety or health hazards to the soldiers when properly used, transported and maintained. MANPRINT (MANpower and PERsonnel INTegration) considerations (encompassing the seven domains of manpower, personnel, training, system safety, health hazards and soldier survivability) shall be integrated into the design of the SUMT so as to allow safe and efficient operation and maintenance by the soldier in all specified operational and environmental conditions, including compatibility with all items of clothing and individual equipment used in the specified operational and environmental conditions. The items shall be preserved and packaged for domestic shipment in accordance with best commercial practice. Delivery shall be 30 days following issue of Purchase Order, FOB Destination to the continental U.S. location indicated in the contract/purchase order award. This solicitation document incorporates FAR provisions and clauses in effect through Federal Acquisition Circular 97-4 as applicable. The FAR provision at 52.212-1, Instructions to Offerors- Commercial, applies to this solicitation as do the following clauses: 52.212-2, Evaluation- Commercial Items. The following factors shall be utilized to evaluate offers: 1)TECHNICAL: The proposed offer and sample's capability of meeting the performance requirements stated herein and the extent to which it meets the "desired performance characteristics" stated herein. 2)PRICE: The proposed price for CLIN 0001 will be evaluated for fair and reasonableness. 3)PAST PERFORMANCE: Each offer will be evaluated for performance risk. The Technical Factor is more important than the Price Factor which is more important than the Past Performance Factor. Offerors should submit a proposal not exceeding (3) pages, which describes how their item meets the performance requirements and characteristics stated herein. Product literature and commercial warranty terms proposed should also be included. Offerors should alos submit a brief synopsis (not exceeding one page) which describes their recent, relevant performance on contracts/orders similar to the work required herein within the last 3 years. Offerors should also send one (1) proposal sample of the item offered to: U.S. Army soldier Systems Command, Bldg. 20 Warehouse, ATTN: Alan Goldberg (MOBD), Kansas Street, Natick, MA 01760. Following evaluation of all proposals and samples, the Government will select the proposal with the best technical characteristics and price (best value) for award. The Government may make multiple awards. FAR 52.212-4, Contract Terms and Conditions -- Commerical Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items apply to this acquisition.
