Ferris, Code 3323, (301) 227-3602 The Carderock Division Naval Surface Warfare Center intends to issue an Indefinite Delivery-Indefinite Quantity, Delivery/Task Order, contract to Highland Company, Inc., of Reston, VA on a sole source basis. The overall objective of this work is an immediate requirement for support in development of a pilot program for Navy asset management. Analysis shall be conducted based on the Pennsylvania Avenue Development Corporation (PADC) model and Department of Veterans Affair Enhance-Use Office and in accordance with the Enhance-Use Leasing Law. Especially critical to this project is a thorough understanding of the budget scoring process and enhanced use leasing.
