synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) The solicitation number is
TIRNO-98-00070, issued as a request for proposal (RFP). (iii) The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition 97-04. (iv) The Internal Revenue
Service intends to negotiate on a sole source basis with Chi
Corporation for the acquisition of hardware and software upgrades for
the service centers located in Covington, KY; Philadelphia, PA; Austin,
TX; Memphis, TN; Kansas City, MO; Holtsville, NY; Andover, MA; and
Fresno, CA. Ten (10) each. Item L490E-SYS-DN, 34990E Automatic 10
Cartridge Loader Tape Drive & OutRight for Windows NT Driver and free
upgrades to OutRight for NT (with a two (2) yearon-site maintenance
agreement); Eleven (11) each, item AHA1640, Adaptec 1640 Micro Chanel
SCSI Kit with EZ-SCSI Software; and one (1) item AHA1522, Adaptec 1522
Micro Chanel SCSI Kit with EZ-SCSI Software. The period of performance
shall be for a base period. The standard industrial classification code
(SIC) is 7374, and the small business size standard for that SIC is $18
million. (v) The provision at FAR 52.212-1, Instructions to Offerors
Commercial, applies to this acquisition. (vi) The provision at FAR
52.212-2, Evaluation-Commercial Items, applies to this acquisition, (a)
The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to this solicitation
will be most advantageous to the Government, price and other factors.
The following factors shall be used to evaluate offers: (i) technical
capability of the supplies being offered to meet the Government
requirements; (ii) price and (iii) past performance. (vii) Offeror(s)
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
its offer. (viii) The clause at FAR 52.212-4, Contract Terms and
Conditions Required to Implement Statutes or Execute Order-Commercial
Items, applies to this acquisition. The following additional FAR
Clauses cited in 52.212-5 are applicable to this acquisition: (1)
