construct Medical Training Facility for the Alaska Air National Guard
at Eielson AFB, AK. The facility will not be less than 4000 s.f. The
project includes preparation of construction documents and construction
of the facility including interior and site electrical; mechanical;
HVAC; plumbing; cabinetry; interior and exterior building finishes. The
civil site work will be a prescriptive design furnished to the
contractor to include site work, landscaping, foundation, and paving.
The facility shall be used by two individuals daily and as many as 55
during unit training assemblies. Design and construction shall provide
for medical record storage and maintenance, medical training, and
medical administrative functions. This facility shall include
administrative offices, record storage, training room, open office area
to support pre-wired workstation, and restrooms. No treatment
facilities are housed within this facility. The Medical Training
Facility must present an aesthetic theme compatible with the adjacent
Building 3349, the U.S. Air Force Clinic. Exterior materials and colors
shall match the Air Force Clinic, Building 3349. The intent is for the
exterior of both facilities to look as though they were designed by
the same designer, and built at the same time. The project shall be bid
as a firm fixed price, Design-Build contract that includes
architect-engineer services and construction costs. Scope of project is
$880,000 to $1,190,000. The RFP package will detail the evaluation
factors governing the selection process. These factors shall include
(in order of priority), 1) Quality of Construction; 2) Schedule; (Time
line of construction); 3) Design Build experience in Interior Alaska;
4) Price. There are three optional line items. In order for the
proposal to be responsive, all offerors must provide a cost proposal
for each line item. The contractor will respond with three (3) copies
of his/her proposal detailing qualitative and quantitative information
as outlined in the evaluation process. While cost is a scored
evaluation factor, the primary focus will be on the best overall value
to the Government. The project schedule is also a scored evaluation
factor that should be submitted as part of the contractor's proposal.
This will be a single-phase selection process. No personal interviews
will be conducted. The Government intends to award without discussions.
Interested parties may obtain solicitation packages from the USPFO For
Alaska, Attn: PFO-P (Major Finley), P.O. Box B, Camp Denali, Fort
Richardson, AK 99505. Packages will be available 20 July 1998. Provide
non-refundable check or money order payable to the U.S. Treasury in
the amount to of $60.00. There will not be a public opening of
proposals. Receipt of proposals shall be submitted not later than 3:00
p.m. on 20 August 1998 to the Anchorage Readiness Center, USPFO For
Alaska, Building 49000, Room B-216, Fort Richardson, AK. The name of
the successful offeror and the amount of the contract will be released
as public information after the selection process. The number of
offerors, their names and the amount of their offers WILL NOT BE
RELEASED AS PUBLIC INFORMATION. This information is exempt from
disclosure under the Freedom of Information Act (FOIA) Exemption 4.
